028 <br />COUNCIL MEETING APRIL 25, 1988 <br />Chief Campbell explained his concern will be taking time <br />from his officers. Mr. Torkildson explained that there will <br />be rangers to handle most problems. Fire Chief Gay was <br />concerned that police and fire have access in case of <br />emergency. He also noted that if his department does <br />respond, the funding comes from his budget. Mr. Torkildson <br />said he would sit down with Chief Gay to work out a solution <br />to funding service to the park. Mr. Reinert asked about <br />funding for the police department if they respond to calls <br />inside the park. Mr. Torkildson said he would also address <br />this concern. <br />Mr. Bisel expressed concern that as use of the park <br />increases, local traffic will also increase. He asked about <br />the County's feeling regarding an access to 35W. Mr. <br />Torkildson said the ramp should have been built when the <br />freeway was built and would support any effort to get <br />federal funding for such an improvement. Mrs. Langfeld said <br />that as the usage of the park increases, the County can then <br />outline justification for the access to 35W. She said she <br />would like to see close monitoring of the police and fire <br />calls within the park. <br />Mr. Torkildson said that the County is still working on <br />establishing the main entrance to the park off of Lake Drive <br />and Aqua Lane. This spring archeologists will survey the <br />area and determine if road construction can proceed in the <br />area. <br />Mr. MacDonald asked how the County plans to control the use <br />of non - licensed RV's in the park. Mr. Torkildson said they <br />are prohibited unless they are licensed and using the <br />parkways only. He explained the problems faced this year <br />and explained they are being closely monitored. In addition <br />next week the full contingent of rangers will be patrolling <br />the park. <br />Mr. Mastro asked how the County will monitor boat traffic. <br />Mr. Torkildson said the only control is at the access point. <br />This can be accomplished by limiting the parking area. <br />However, the County did not have control over private home- <br />owners on the lake. The patrol of the lake is assigned to <br />the Sheriff's water patrol. <br />Mayor Benson thanked Mrs. Langfeld and Mr. Torkildson for <br />coming this evening and asked that they keep the Council <br />updated on the possibility of bow hunting in the park this <br />season. <br />PAGE 8 <br />
