1 <br />COUNCIL MEETING <br />JUNE 13, 1988 <br />Mayor Benson opened the public hearing at 7:53 P.M. Mr. <br />Stahlberg explained that the proposed preliminary plat is a <br />replat of Ulmer's Rice Lake Third Addition. The plat has <br />been before the P & Z Board twice and is approved by that <br />Board. <br />Mr. Reinert noted that the previous plat from Mr. Ulmer was <br />contigent upon certain drainage problems being resolved. <br />Mr. Stahlberg said the drainage is worked out and will not _ <br />involve any other property owner. No drainage easements <br />will be needed. He also noted that the Council has directed <br />TKDA to prepare an overall water management plan for the <br />entire area. This plat will utilize this plan. <br />Richard Fenno, 7172 Rice Lake Drive - Mr. Fenno asked about <br />the long range plans for 2nd Avenue. Mayor Benson explained <br />that 2nd Avenue will be extended north to Elm Street but <br />also explained that this would be a separate project and <br />does not affect this plat. Mr. Stahlberg noted that the <br />City Council has also directed TKDA to acquire the <br />right -of -way for 2nd Avenue and the City Attorney is <br />currently preparing this legal process, soil borings have <br />been taken and there is also a proposal to bring municipal <br />water and sanitary sewer up 2nd Avenue at the same time. <br />Roy Reed, 7133 Rice Lake Lane - Mr. Reed asked if the sewer <br />and water facilities would be available to the abutting land <br />owners and also asked if the lots could be divided even <br />though the frontage of the new lots would be five feet less. <br />than the required frontage. Mr. Stahlberg said both he and <br />the City Planner recognize that these lots were platted with <br />the intention that some time they would be split and they <br />would recommend that this be allowed. Mr. Schumacher said <br />that he is pursuing a method in which this can be done <br />administratively. Mr. Stahlberg said he has asked the <br />Building Inspector if he would have a problem with the <br />divided lot supporting a septic system. Mr. Kluegel said <br />that if the septic met the WPC -40 requirements and if there <br />was the proper well and septic separation, he would have no <br />problem. <br />Gary Dahl, 215 Ulmer Drive - Mr. Dahl asked about Outlot A <br />and what has been solved regarding drainage. He noted that - <br />the previous owner has designed a drainage plan that would <br />require an easement for drainage purposes over about 20* of <br />his backyard. He asked where is the drainage going. Mr. <br />Stahlberg explained the storm sewer system for this new <br />preliminary plat. The storm water is planned to go through <br />PAGE 10 <br />
