678 <br />COUNCIL MEETING JUNE 13, 1988 <br />as it now does to a large holding area south of the plat. <br />The control for this will be at Lake Drive before it goes <br />into Rice Lake. The change from the original plan is that <br />now the storm water will be spread over a much larger area. <br />Mr. Dahl noted that there will be more water coming from the <br />platted area and Mr. Stahlberg explained that it will all <br />drain to the large holding area. He noted that the City is <br />trying to avoid creating more holding ponds and utilizing <br />the ponding areas already in existence. Mr. Dahl said he <br />was concerned that there will be continuing problems <br />especially if the area north of the proposed plat is <br />developed. <br />Mr. Fenna asked about the route of 2nd Avenue. Mr. <br />Stahlberg explained that the prelimary plan is to extend 2nd <br />Avenue to Elm Street and then jog east on Elm Street to a <br />vacant lot then north over the vacant lot to near the <br />freeway and then construct a frontage road along the freeway <br />to Lake Drive. Mr. Fenno said he lives at the intersection <br />of Elm Street and Rice Lake Drive and could be facing <br />assessments and did not feel he could divide his lot. Mr. <br />Stahlberg explained that assessments were based on benfit to <br />the property. Mr. Fenno said he had talked to Mayor Benson <br />last year and Mayor Benson told him that he would not have <br />sewer and water and would not have to pay for it. Mayor <br />Benson clarified his statement to Mr. Fenno and noted that <br />the City is very concerned about getting utilites to the <br />business and industrial areas so that the tax base can be <br />eased for home owners. <br />Bob Raymond, 241 Elm Street - Mr. Raymond asked what lot <br />north of Elm Street is affected by the extension of 2nd <br />Avenue. No one knew this information. <br />Steve Kral, 7147 Rice Lake Lane - Mr. Kral asked if the <br />vacant lot will be condemned. Mr. Stahlberg explained that <br />there will be negotiations but the City could go to <br />condemnation if negotiations are not concluded. <br />Mr. Raymond asked why the route does not go to Elm Street <br />and then east to 4th Avenue. Mr. Stahlberg explained that <br />there would be considerable cost in tearing up Sim Street. <br />Mr. Fenno said he was upset because when he bought his house <br />he was assured he would not face assessments. Now <br />everything has changed. He said he would be hesitant to buy <br />another house in Lino Lakes. Mayor Benson explained to him <br />that Lino Lakes is a developing community and land owners <br />PAGE 11 <br />
