080 <br />COUNCIL MEETING JUNE 13, 1988 <br />available to Mr. Swenson. Mr. Swenson asked about the park <br />dedication. It was his understanding that originally the <br />plan was for an ordinary playground and now this is being <br />changed totally to just open space. Mr. Stahlberg explained <br />that presently there are no firm plans for the park <br />dedication and TKDA has been directed by the Park Board to <br />look at the entire area including the property to the west, <br />not just this plat. Mr. Swenson said that he was told that <br />the park will be private and not accessable for everyone. <br />Mr. Stahlberg explained that it will be a public facility <br />available to everyone. <br />Mr. Swenson asked about the extension into Red Maple Lane <br />through Fox Lane. He noted that there has not been a study <br />of the impact of traffic from Birch Street to Red Maple <br />Lane. Mr. Stahlberg said this would be addressed during the <br />consideration of Phase II. <br />Mr. Swenson said that he was under the impression that if <br />utilities were considered for the Red Maple Lane area, this <br />would be up to a vote of the neighborhood. Mayor Benson <br />explained how the Charter works in neighborhoods that are <br />already established. He noted that the City is not going <br />through this area to service another area. If the City were <br />to do this the neighborhood would not be assessed. <br />Mr. Swenson said that he had sent a letter to City Hall in <br />response to the environmental assessment worksheet <br />statement. Mr. Schumacher said that he had not seen the <br />letter. Mr. Reinert was concerned that Mr. Swenson's <br />comments in his letter would not be addressed. <br />Mr. Bisel moved to continue the public hearing until June <br />27, 1988 and have Mr. Swenson's letter forwarded to the <br />Council and a copy of the environmental worksheet forwarded <br />to Mr. Swenson. Mr. Reinert seconded the motion. Motion <br />carried unanimously. <br />CONSIDERATION OF RESOLUTION NO. 41 - 88 ORDERING PLANS AND <br />SPECIFICATIONS FOR RESHANAU LAKE ESTATES SOUTH, SECOND <br />ADDITION <br />Mr. Bisel moved to table this resolution until the next <br />meeting. Mr. Bohjanen seconded the motion. Motion carried <br />unanimously. <br />PAGE 13 <br />
