084 <br />COUNCIL MEETING <br />JUNE 13, 1988 <br />did not feel there was a problem with offering Mr. Gearman's <br />smaller lots for less money. He explained that a buyer did <br />not expect to pay the same for a small car as compared to a <br />mid -sized car. <br />Mr. Tenneson asked for an explanation of a stick -built home <br />as opposed to a manufactured home. He explained how his <br />house was built and noted that he felt his house was just as <br />nice as any stick -built house. Mr. Schumacher noted the <br />difference in the homes. <br />Mr. Tenneson asked who zoned this property R -7. Mr. <br />Schumacher explained the original concept and that it was <br />originally planned to have lower priced homes in that area. <br />Now the concern is that if there is any change in zoning the <br />integrity of the current homes will not be adversely <br />affected. Mr. Gearman explained that there is an <br />architectural committee and a resident will also sit on this <br />committee. <br />Pat Elliot, 118 Egret asked if there are covenants on the <br />land now. Mr. Gearman said yes and with the PUD there will <br />be added restrictions. <br />Mr. Bohjanen noted that flag poles will be prohibited in <br />this area and asked why. Mr. Reinert asked that item No. 3 <br />in Mr. Miller's memorandum of June 10th be amended to say <br />that each dwelling shall have a minimum of a two car <br />attached garage. Mr. Reinert also noted that the City can <br />require certain square footage in new homes but this does <br />not guarantee quality. Mr. Tenneson said it would be nice <br />to have the Building Inspector inspect the homes while they <br />are in progress. He explained that he had problems with <br />this matter. <br />Stephanie Elliot, 118 Egret Lane asked how she could be <br />assured that there would not be other homes such as hers <br />built in this area. Mr. Gearman said that she or her <br />husband would be on the architectural committee and would <br />have some control of this. However, Mr. Reinert noted that <br />there is no sure way of preventing such an occurance. <br />There was discussion of the commercial property within this <br />subdivision. The change of zoning would not alter the <br />Neighborhood Business zoning of this area. <br />Mr. Bisel moved to set a public hearing to consider the <br />rezone of Rice Lake Estates to PUD for July 11, 1988 at 7:15 <br />PAGE 17 <br />1 <br />
