COUINCIL MEETING JUNE 27, 1988 <br />Brandon Curtis, 6595 Gaage Lane noted that since there are <br />no regulations regarding gun sounds, the staff report should <br />not say that it meets regulations. <br />Mr. Vaughan told the Council that he has talked with County <br />Commissioner Margaret Langfeld. She said she had no problem <br />with the 300 feet buffer and he will be installing a barbed <br />wire fence and post it as well. Mrs. Langfeld noted future <br />development in the park may change this matter. <br />Alwin Klimek, 1390 Karth Road told the Council that the <br />majority of the shooting takes place after the snowfall when <br />most people are indoors so that the noise would not be so <br />noticeable. <br />Mr. Nadeau noted the newspaper article stated 5000 birds <br />would be raised for the game farm and felt this would smell <br />like a chicken farm. <br />Mr. Nadeau asked who inspected the game preserve to <br />determine all requirements have been met. Mr. Miller <br />suggested that a 22nd requirement be added, "periodic <br />unannounced inspections will be made by the City staff ". <br />Mr. Bisel moved to deny the Conditional use Permit request <br />for a game farm to Mr. Vaughan because; 1) the land use is <br />not compatible with adjacent and nearby residential uses; 2) <br />noise levels while not exceeding state regulations would <br />still be intrusive on the adjacent neighborhoods, and 3) <br />land use is not compatable with adjacent park and school <br />properties. There was no second to this motion and the <br />motion died. <br />Mr. Bohjanen moved to approve the Conditional Use Permit <br />request for a game farm from Mr. Vaughan based on the <br />following reasons: 1) use is a listed Conditional Use item; <br />2) applicant has made a reasonable effort to protect <br />adjacent property; 3) acceptable interium use prior to <br />residential development; 4) noise levels will not exceed <br />state regulations; 5) the Conditional Use Permit to be <br />reviewed in one year; 6) add "these stated conditions take <br />precident over all other material governing this property, <br />and add 7) periodic unanounced inspections will be made by <br />City staff. Mr. Neal seconded the motion. Voting on the <br />motion; Neal, yes; with the stipulation that the police <br />department do the inspections; Bisel no; Bohjanen, yes. <br />Mayor Benson voted no on this issue and announced that the <br />question failed because it ended in a tie vote.
