Vb <br />COUNCIL MEETING MARCH 13, 1989 <br />Shoreview supports a resolution to both Ramsey and Anoka <br />Counties outlining the need for improving this street. <br />Mr. Schumacher said he would like to add Elmcrest on the east <br />side of Lino Lakes to the list of proposed improvements. It <br />was noted that Hugo- .requested that Washington County <br />participate in the i9nprovement of Elmcrest and this request <br />was denied. Mayor Benson said it would not hurt to present <br />the request a second time. The condition of Elmcrest was <br />discussed noting that today portions of the street were <br />impassable making police and fire protection difficult in <br />some areas. Mr. Schumacher noted that four governmental <br />agencies are involved here and the improvement should be <br />shared jointly. Mr. Stahlberg explained he had talked to the <br />State Aid Engineer and he agreed Elmcrest could be placed on <br />the MSA system when Hugo reaches 5,000 in population. <br />Mr. Bisel asked that a connector street between the two I35 <br />freeways be placed on the County list. Mayor Benson asked <br />that an interchange at Main Street and 35W be added to the <br />list to help service the regional park. <br />There was discussion regarding a frontage road north of Main <br />Street and east of 35E. Mr. Miller explained the location of <br />the frontage road would depend on what scale of businesses <br />were proposed for the area. Normally large scale businesses <br />such as office complexes front on the freeway and smaller <br />scale businesses front off the freeway. <br />Mr. Bisel moved to direct the City Engineer and Administrator <br />to prepare a list of proposed improvement including those <br />noted tonight in priority order and submit the list to the <br />Anoka County Engineer. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Comprehensive Sewer Plan Update - Mr. Stahlberg explained <br />that he has prepared an updated plan using the text from the <br />1981 Comprehensive Plan and revising the accompanying map. <br />The map was displayed and Mr. Stahlberg outlined the six <br />service areas and described the existing sewer facilities. <br />The lift station on Laurene Avenue was discussed noting <br />that its capacity can be expanded from 840 connections to <br />1,040 connections. This has been discussed with the <br />Metropolitan Waste Control Commission. <br />Mr. Stahlberg briefly outlined several proposed plats now <br />being forwarded to the City Planner. He explained the effect <br />of these plats on each service area. <br />Mr. Stahlberg explained that a proposed amendment to the Lino <br />Lakes Comprehensive Lane Use Plan would require a public <br />hearing. Mr. Bisel asked if it would be wise to wait with <br />the public hearing until the RUC completes its <br />recommendations for other Plan updates. Mr. Stahlberg said <br />
