COUNCIL MEETING <br />APRIL 10, 1989 <br />Mr. Reinert moved to approve the contract and the purchase of <br />services in the amount of $1,000.00. Mr. Bisel seconded the <br />motion. Motion carried unanimously. <br />ORDINANCE NO. 04 - 89 AMENDING ORDINANCE NO. 17 - 89, <br />REGULATING LAWFUL GAMBLING <br />Mr. Bisel moved to accept the second reading and adopt <br />Ordinance No. 04 -89. Mr. Reinert seconded the motion. <br />Motion carried with Mr. Bohjanen, Mr. Reinert, Mr. Bisel and <br />Mayor Benson all voting aye. Motion carried unanimously. <br />Ordinance No. 04 - 89 can be found in the March 27, 1989 <br />Council minutes. <br />CONSIDERATION OF FEE SCHEDULE FOR PEDDLER'S LICENSE <br />Ordinance No. 01 - 89 defines and establishes regulations for <br />transient merchants, peddlers, canvassers and solicitors in <br />Lino Lakes. A fee schedule was not adopted as part of this <br />ordinance and Mr. Kluegel has researched this matter with <br />several surrounding communities. He has also reviewed the <br />matter with Chief Campbell and a $15.00 license fee is <br />recommended to the City Council. <br />Mr. Bohjanen noted that the City's of Blaine and Coon Rapids <br />have much higher fees and asked if $15.00 would cover all the <br />administrative and enforcement work involved. Mr. Bisel said <br />he also wondered about this and suggested that Mr. Kluegel <br />contact other cities with this type of an ordinance and see <br />what their fee schedules are and if a fee is charged tp <br />charitable organizations such as Boy Scouts or Girl Scouts. <br />Mr. Bisel moved to table this item for further study and for <br />further clarification as he did not have a good understanding <br />of the matter. Mr. Reinert seconded the motion. Motion <br />carried unanimously. <br />Mayor Benson asked that Mr. Schumacher schedule a half hour <br />Work Session before the next Council meeting to discuss this <br />matter with Mr. Kluegel and Chief Campbell. He also asked <br />how this would affect children selling raffle tickets. <br />PLANNER'S REPORT <br />Consideration of Final Plat of Woodridge Estates - Mr. <br />Schumacher noted that Phase I and Phase II have been combined <br />into the final plat of Woodridge Estates II. Several items <br />have not been completed: 1) Developers Agreement has not been <br />submitted; 2) the title opinion is still pending; 3) one <br />adjustment request from Anoka County has not been completed. <br />_Mr. Reinert asked about street construction in this area. <br />Mr.- Stahlberg explained that he has outlined how streets and <br />
