As for the construction of <br />the streets, Mr. Stahlberg explained that TKDA has a full <br />time inspector who will be on the job during construction. <br />Mr. Bisel moved to adopt the final plat for Woodridge Estates <br />contingent upon review of the final plat by Mr. Hawkins, the <br />receipt of the title opinion, receipt of the developer's <br />agreement, park dedication and resolution of the County <br />right -of -way problem. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Request for Street and Utility Concept Plan for Certain Areas <br />in Section No. 28 - Mr. Schumacher explained that the P & Z <br />Board had reviewed a request for expansion in Section No. 28 <br />and has requested that TKDA prepare a street concept plan and <br />utility feasibility report as a first step in planning <br />development in a portion of the south one -half of Section -No. <br />28. Mr. Stahlberg pointed out the area on a map and noted <br />that it contains approximately fourteen (14) parcels. Mayor <br />Benson asked if the cost of these reports -will be absorbed by <br />the developers. Mr. Schumacher said this would depend on <br />what Mr. Stahlbergs report indicates. <br />Mr. Bisel said he was bothered by preparing studies of little <br />pieces of the City. He suggested that a larger concept be <br />prepared. Mr. Stahlberig explained that in this case there <br />are natural boundaries such as Reshanau Lake Estates on the <br />west, wetlands on the south and D. Erickson's 2nd Addition on <br />the east. Mayor Benson noted that the Council has talked <br />about the entire City street plan. Mr. Stahlberg explained <br />that he has recognized the current ordinance regulating <br />street patterns is not enough and have been expanding when <br />individual plats are in the process of consideration. Mr. <br />Bisel asked why the City should spend $1,000 here and $2,500 <br />there? Maybe it would be wiser to look at a broader area and <br />then expand the concept. Mr. Stahlberg said this would be a <br />matter of cash flow and noted that he could do the studies <br />either way. <br />Mr. Bisel noted that street naming has also been addressed <br />and explained that for uniformity maybe an entire area should <br />be addressed at one time. In addition basic traffic patterns <br />could be developed and tied together with other areas. Mayor <br />Benson said the question would be financing the studies. <br />Mr. Reinert noted that a street pattern is laid out in the <br />Comprehensive Land Use Plan. He also noted that in <br />subdivisions, provisions are made for streets to exit the <br />subdivision is several different directions. <br />Mr. Bisel asked if it would be more expensive to do the <br />studies piecemeal. Mr. Stahlberg said it would be more <br />effective—to do it as development occurs because there is <br />
