1 <br />COUNCIL MEETING ' <br />APRIL 10, 1989 <br />5 <br />wetland and into the right -of -way where they could easily be <br />serviced. Mr. Stahlberg also noted that since the original <br />route was planned, several residential plats have been <br />submitted, there is a potential for a shopping center at 35W <br />and Lake Drive and there is a planned shopping center for <br />Lake Drive and highway #49. The alternate route will be able <br />to service all of these additions to the trunk lines. The <br />only additional cost will be for a lift station that was <br />originally planned for seven or eight years in the future. <br />Mr. Stahlberg gave the costs for construction for each route <br />and recommended that the Council approve the alternate route. <br />The disadvantage to the alternate route is that there will be <br />a moderate increase in utility power. <br />Mr. Bisel moved to adopt the alternate route as indicated by <br />the City Engineer and his recommendations. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />OLD BUSINESS <br />Reminder'of Board of Equalization, Wednesday, April 19, 1989, <br />7:00 P.M. <br />Legislative Conference Review - Mr. Schumacher explained that <br />the emphasis of the conference review was educational <br />funding, property tax relief, state aids and Year of the City <br />which deals basically with the city of Minneapolis, St. Paul <br />and Duluth. There was an update on what may happen with the <br />"sunset clause" regarding use of the motor vehicle excise tax <br />and how this would impact municipal state aid for street <br />construction. Mr. Schumacher noted that the amount of funds <br />returned to the cities could be reduced. Other items <br />discussed were the Environment Trust Fund, a large <br />transportation package and the possibility of a recess within <br />the next three years. <br />Mayor Benson noted that Tax Increment Financing was also <br />discussed and the municipal representatives asked that this <br />situation be left as it is as that the cities can determine <br />where they are before changes are made. He suggested that <br />everyone send letters to the representatives expressing their <br />individual concerns. Mayor Benson said he had a feeling that <br />if the representatives did not get real hard pushing, they <br />forget community concerns very soon. <br />Mr. Bisel said he resented the fact that many of the <br />representatives are so arrogant. It is almost like they are <br />elected for life. Mayor Benson said he had the impression <br />that the representatives were looking down on the elected <br />officials and he was not real comfortable that they were <br />listening with both ears. <br />Mr. Schumacher said he would get a voting calendar to see how <br />the Lino-rakes representatives are supporting our concerns. <br />
