1 <br />1 <br />COUNCIL MEETING MAY 22, 1989 <br />The next step prior to selling the land to the residents is <br />to prepare and implement a drainage plan to be sure that <br />there will always be positive drainage in this area. Mr. <br />Reinert asked if Mr. Schumacher had addressed this issue at <br />his meeting and Mr. Schumacher said he had not because he did <br />not have the information. Mr. Reinert said he would rather <br />leave the Outlot as is so that the City would keep full <br />control. He also noted that possibly some of the residents <br />will not want to purchase a portion of the Outlot when they <br />find out how it will be reconstructed. <br />After further conversation Mr. Neal moved to authorize the <br />City Engineer to complete a positive drainage plan for Outlot <br />F. Mr. Bohjanen seconded the motion. Motion carried <br />unanimously. <br />West Shadow Improvements and Assessment Policy - Mr. <br />Stahlberg explained that he and Mr. Miller have had <br />informational meetings with the residents adjacent to West <br />Shadow Lake Drive. Two questions have been raised by the <br />residents: 1) what will each parcel be assessed if only the <br />road (approximately 1000 feet) at Rice Creek is raised above <br />the 100 year flood plain and a new drainage structure and <br />revisions to the alignment to the road to conform to state <br />aid regulations is constructed, and 2) if sewer and water is <br />available and they request hookups, will they be required to <br />hook up to both utilities? This has not been adopted by the <br />City Council but is necessary to maintain a consistent policy <br />and enhance the cash flow. <br />There was discussion regarding the planned street from Lake <br />Drive down Aqua Lane to the golf course and it was noted that <br />the residents are aware of the new proposed plat for the <br />northeast side of Reshanau Lake and have requested that there <br />be egress and ingress around the lake. The Council policy of <br />requiring two entrances and two egresses from a neighborhood <br />was noted. It was also noted that the original platting of <br />the 'area showed that the street would run around the north <br />end of the lake and Mr. Volk explained that in 1973 when he <br />was first employed by the City that particular road was <br />maintained by the City. <br />The Council did not make any decisions regarding this matter. <br />Mr. Bisel moved to continue the Council meeting until all <br />agenda items were completed. Mr. Bohjanen seconded the <br />motion. Motion carried unanimously. <br />CONSIDERATION OF PURCHASING CERTAIN TAX FORFEIT LANDS, <br />RESOLUTION NO. 34 - 89 <br />Mrs. Anderson explained that all of the parcels were <br />originally platted as future City streets or parks. Mr. <br />Reinert moved to purchase these tax forfeit lots. Mr. <br />
