1 0 <br />COUNCIL MEETING MAY 22, 1989 <br />about continuity of projects. Mr. Miller said timeliness is <br />his concern. He also noted that Lino Lakes has a unique and <br />fast closing door of opportunity to get utilities to the <br />areas in question and if this is not done these areas will be <br />lost. He gave the Crohn property north of Main Street as an <br />example and noted that Mr. Crohn and others cannot wait <br />forever. Mr. Miller also noted that utilities for the <br />Morehouse, Sharpen and Ross properties have been promised and <br />Mr. Ross would like to have service this fall. He had done <br />everything to make the consultant aware of this situation. <br />Mr. Miller said he felt Mr. Stahlberg is a fine engineer and <br />he has the highest respect for him as a friend. However, he <br />felt the question was backup for Mr. Stahlberg and there is <br />also the premise that SEH is the "new kid in town" and has a <br />point to make. Maybe this would make SEH more responsive. <br />Mr. Reinert pointed out that this could lead to double cost <br />in some areas. Mr. Davidson explained that there is not <br />anyone at SEH more interested in staying in Lino Lakes as <br />much as TKDA is. He felt SEH could not be more intense. <br />Mr. Davidson explained that if the Council is afraid that <br />particular areas will build prematurely, moratoriums could be <br />established. He did not feel that all the public hearings <br />and right -of -way acquisitions could be handled as fast as Mr. <br />Miller is suggesting. <br />Voting on the motion, motion carried with Mr. Neal and Mr. <br />Bisel voting no. <br />Cooperative Agreement with Shoreview for Water Connection in <br />Woodridge Estates Area - Mr. Stahlberg has prepared a <br />letter to Mr. Schumacher outlining the cost of bringing the <br />trunk water main from Birch Street and the cost of connecting <br />to Shoreview. Mr. Stahlberg felt it was economically worth <br />while to connect to Shoreview and was not throwing money away <br />since the connection would remain in place after the trunk <br />main was completed to provide an emergency backup water <br />supply to the Woodridge Estates area. In addition this does <br />delay the point in time when Lino Lakes will he required to <br />construct its own water tower. <br />Mr. Bisel moved to approve the Cooperative Agreement with <br />Shoreview for water connection in the Woodridge Estates Area. <br />Mr. Reinert seconded the motion. Mr. Volk explained that <br />someday this connection will benefit Shoreview as well and <br />maybe at that time some of the cost can be recovered. Motion <br />carried unanimously. <br />Request Engineer to do a Drainage Plan for Outlot F - Mr. <br />Schumacher gave a brief background on Outlot F explaining <br />that a portion of the Outlot has already been offered to the <br />adjoining residents for a nominal cost. Mr. Schumacher had a <br />meeting with several of the residents last. Monday and a <br />majority of the landowners are still in favor on this plan. <br />
