X 34 <br />COUNCIL MEETING <br />MAY 22, 1989 <br />Waste Abatement Program. She noted that everything is on <br />schedule, the brochures are in the mail to all residences and <br />some containers have been ordered. She noted that the <br />program will cost haulers money from their own pocket and <br />suggested that the City reimburse the two haulers (Ace Solid <br />Waste and Lake Sanitation) twenty (20) cents per household <br />per month to compensate for this loss. This money would come <br />from Anoka County, not from the General Fund. <br />There was discussion regarding monitoring who recycles and <br />who does not recycle. It did not seem right to pay for <br />households that do not recycle. It was agreed that <br />monitoring would be impossible because a single person would <br />not recycle as often as a family. Mrs. Kurk will find out <br />what other communities are doing about this situation. <br />Mr. Neal asked Mrs. Kurk how businesses are being handled <br />regarding recycling. Mrs. Kurk said at this time nothing is <br />being done, businesses will be addressed after residential <br />recycling is underway. <br />There was further discussion regarding when recycled items <br />would be picked up, placing of signs on pickup day and the <br />use of containers. <br />Mr. Bisel complimented Mrs. Kurk on her efforts and noted <br />that this is a big problem and the City has yet to address <br />the number of haulers and whether they should be licensed or <br />does the City want just one hauler and every household would <br />be required to use this hauler and the cost would be assessed <br />to their property taxes. Mr. Schumacher explained that this <br />will not be easy and only mandated issues are being <br />addressed at this time. Because of the limited budget <br />everything will go slow. Mr. Volk noted that the last item <br />on Mrs. Kurk's agenda is to look at organized collection. <br />Mayor Benson asked that Mr. Schumacher look at the <br />possibility of organized collection with the cost being <br />assessed to the property owner. He asked that this be <br />addressed in the City newsletter so that the City could get <br />feedback from the citizens. <br />PUBLIC HEARING, WOODRIDGE ESTATES II IMPROVEMENT HEARING <br />Mayor Benson opened the public hearing at 8:15 P.M. Mr. <br />Stahlberg explained that this hearing concerns six additional <br />lots added to the westerly side of Woodridge Estates. These <br />additional lots will be incorporated into the Woodridge plat <br />for recording at the courthouse. The lots will be served by <br />the same utility service as Woodridge Estates. This hearing <br />is required to comply with the assessment process. <br />There were no comments from the audience and Mr. Bisel moved <br />to close the public hearing at 8:16 P.M.
