3 . 3 8 COUNCIL MEETING MAY 22, 1989 and Zoning Board has recommended approval of this request. Mr. Bisel moved to approve the Planning and Zoning application No. 89 -19 and 89 -22. Mr. Bohjanen seconded the motion. Motion carried unanimously. ENGINEER'S REPORT - RON STAHLBERG Request for Correction to the Otter Lake Estates Plat - Mr. Hawkins explained an error was made on the original plat and David E. Torgersen, Registered Land Surveyor has requested that the Council approve the correction as outlined on the map attached to the Certificate of Survey. Mr. Bisel moved to approve this correction. Mr.. Bohjanen seconded the motion. Motion carried unanimously. Resolution No. 35 - 89 Ordering Preparation of Feasibility Report, Rohavic Oaks, 2nd Addition - Mr. Stahlberg explained that the feasibility report for utilities for this subdivision was :included in the Woodridge Estates feasibility, however the feasibility for streets and storm sewer was not included. Mr. Stahlberg also explained that municipal water will come from Shoreview on a temporary basis. Mr. Bisel moved to approve Resolution No. 35 - 89 Ordering Preparation of Feasibility Report. Mr. Reinert seconded the motion. Motion carried unanimously. Resolution No. 35 - 89 can be found at the end of these minutes. Resolution No. 36 - 89 Receiving Report and Calling Hearing on Improvement, Rohavic Oaks, 2nd Addition - Mr. Reinert moved to approve this resolution. Mr. Bisel seconded the motion. Acquisition of Right -of -Way for Proposed Trunk Sewer and Water Extension for Service Area #1 and #2 - Mr. Stahlberg explained that in the past, obtaining easements has caused delays. The projects mentioned above are scheduled for 1990 and to avoid delay he is suggesting that the Council authorize him to start negotiating with landowners now. Mr. Stahlberg showed the Council the area on the map. Mr. Reinert moved to approve the request to proceed with right -of -way acquisition by negotiation. Mr. Bisel seconded the motion. Mr. Schumacher reminded the Council that this City has two consulting engineering firms and asked if this improvement should be handled by TKDA or SEH. He explained that if SEH is going to be involved it is only fair to let TKDA know now. Mr. Stahlberg noted that all the neighborhood meetings have been held, questionnaires have been mailed and platting the area on a map has begun.
