9
COUNCIL MEETING MAY 22, 1989
Mr. Reinert asked when does the City bring SEH in and get
them up to speed? He noted he has heard that Mr. Stahlberg
is getting "bogged down" and if this is true he asked Mr.
Stahlberg how he would handle this new improvement.
Mr. John Davidson, TKDA said he could give the Council
assurance that whatever it takes, TKDA can handle this
improvement. He noted that Mr. Stahlberg has less of a work
load in the City of Andover and explained several changes and
additions to staff at TKDA. Mr. Stahlberg would remain the
lead engineer, but he would have more support staff. Mr.
Davidson said he is somewhat hurt and angry to learn that
some other firm would come in at this point when TKDA started
this project some eight (8) or ten (10) years ago it was
understood that the improvement would proceed when the people
were willing to accept the services. He said he felt it
would be grossly unfair if TKDA cannot complete what they
have started.
Mr. Davidson explained that Mr. Stahlberg has come to
meetings five or six days a week and said that he would be
very disappointed if the project was turned over to someone
else after TKDA has bent over backwards to do this much on
it. Mr. Reinert asked if the Council would have Mr.
Davidson's commitment to get the work done? Mr. Davidson
said that Mr. Stahlberg has the backup and anything else
that is required will be supplied.
Mr. Bisel explained that he did not want to cut TKDA out of
this improvement, but felt it was important that the City
have quick action when it is requested. He noted that TKDA
has all the development in the south and southcentral
portions of Lino Lakes. TKDA should focus on these two areas
and suggested that SEH focus on the east side of Lino Lakes
and negotiate other improvement projects.
Mr. Schumacher explained that dividing the projects does not
mean that there is anything against Mr. Stahlberg, the staff
could not ask for anything more than what Mr. Stahlberg has
given. However, Mr. Volk is concerned about inspection on
the improvement projects. Mr. Davidson said there would be
an inspector on every improvement project. Mr. Jeff Skoog
would be the lead inspector and other people will be there to
assist him since he cannot be in three places at one time.
Mr. Davidson said the delay in one of the projects has been
due to shifting lines and the fast rate the new subdivisions
have been coming in.
Mr. Reinert noted that there would be "down time" if SEH were
to move in to handle the next service areas. They would have
to review and study all the past work completed by TKDA. Mr.
Bisel said he would consider this as an option which may be
of benefit to the City. Mayor Benson said he is concerned
