9 <br />COUNCIL MEETING MAY 22, 1989 <br />Mr. Reinert asked when does the City bring SEH in and get <br />them up to speed? He noted he has heard that Mr. Stahlberg <br />is getting "bogged down" and if this is true he asked Mr. <br />Stahlberg how he would handle this new improvement. <br />Mr. John Davidson, TKDA said he could give the Council <br />assurance that whatever it takes, TKDA can handle this <br />improvement. He noted that Mr. Stahlberg has less of a work <br />load in the City of Andover and explained several changes and <br />additions to staff at TKDA. Mr. Stahlberg would remain the <br />lead engineer, but he would have more support staff. Mr. <br />Davidson said he is somewhat hurt and angry to learn that <br />some other firm would come in at this point when TKDA started <br />this project some eight (8) or ten (10) years ago it was <br />understood that the improvement would proceed when the people <br />were willing to accept the services. He said he felt it <br />would be grossly unfair if TKDA cannot complete what they <br />have started. <br />Mr. Davidson explained that Mr. Stahlberg has come to <br />meetings five or six days a week and said that he would be <br />very disappointed if the project was turned over to someone <br />else after TKDA has bent over backwards to do this much on <br />it. Mr. Reinert asked if the Council would have Mr. <br />Davidson's commitment to get the work done? Mr. Davidson <br />said that Mr. Stahlberg has the backup and anything else <br />that is required will be supplied. <br />Mr. Bisel explained that he did not want to cut TKDA out of <br />this improvement, but felt it was important that the City <br />have quick action when it is requested. He noted that TKDA <br />has all the development in the south and southcentral <br />portions of Lino Lakes. TKDA should focus on these two areas <br />and suggested that SEH focus on the east side of Lino Lakes <br />and negotiate other improvement projects. <br />Mr. Schumacher explained that dividing the projects does not <br />mean that there is anything against Mr. Stahlberg, the staff <br />could not ask for anything more than what Mr. Stahlberg has <br />given. However, Mr. Volk is concerned about inspection on <br />the improvement projects. Mr. Davidson said there would be <br />an inspector on every improvement project. Mr. Jeff Skoog <br />would be the lead inspector and other people will be there to <br />assist him since he cannot be in three places at one time. <br />Mr. Davidson said the delay in one of the projects has been <br />due to shifting lines and the fast rate the new subdivisions <br />have been coming in. <br />Mr. Reinert noted that there would be "down time" if SEH were <br />to move in to handle the next service areas. They would have <br />to review and study all the past work completed by TKDA. Mr. <br />Bisel said he would consider this as an option which may be <br />of benefit to the City.
