1
1
1
COUNCIL MEETING
JULY 24, 1989
his lot would be included in the MUSA boundary. Mr.
Stahlberg estimated about 135 to 150 feet.
Jack Breugem, 687 - 79th Street said he has attended some of
these meetings and has not been able to get any assessment
figures. He asked who at city hall would give him these
figures. Mr. Stahlberg explained that at the present time
these figures have not been worked out because a route
through his area has not been determined. Once the Council
determines the route of the utilities, he will do a
feasibility study and give preliminary assessment figures to
the City Clerk so that she can notify the residents.
Tim Rehbine asked why some areas of the map were colored
pink. Mr. Stahlberg explained that these are areas where
petitions were received.
Clarence Schleicher, 610 Main Street and Mrs. Sharpen, 801
Main Street said they have not received preliminary
assessment figures. Mr. Stahlberg explained that this is
because the final route has not been selected and the
feasibility report has not been completed. Once the Council
decides what direction to go, a feasibility report will be
prepared with preliminary assessment figures. Mr.
Schleicher asked why this is taking such a long time. Mr.
Stahlberg explained that the staff must first find out who is
interested in the services, then the route must be mapped.
Mr. Kane asked what is the process from here. Mr. Miller
said that a decision must be made by the Council as to what
lands will be taken out of the MUSA and what lands will be
added to the MUSA boundary. Once this is established, a
final map is drafted and submitted to the Metropolitan
Council. They have ninety (90) days to review and modify
this map. It is hoped that the Council will make final
decisions tonight as to what will be included in the MUSA
boundary. A 4 /5th vote of the Council will be required
before the MUSA boundary map can be sent to the Metropolitan
Council. Since the full Council is not present tonight, the
public hearing will probably be continued until August 14,
1989 for the final Council vote.
Scott Featherstone, 631 Andall Street asked if his area is
included in the MUSA boundary. Mr. Stahlberg explained that
nothing north of Main Street is included.
Mr. Bohjanen moved to continue the public hearing until
August 14, 1989. Mr. Neal seconded the motion. Motion
carried unanimously.
ENGINEER'S REPORT - RON STAHLBERG
Change Order, West Central Trunk Water and Sewer Main
