COUNCIL MEETING <br />JULY 24, 1989 <br />Mrs. Phyllis Blaylock, 6941 Sunrise Drive said that she took <br />an informal poll and found that twenty five (25) residents <br />said not to thet'sewer and water service and four (4) <br />residents said a qualified yes. <br />Judy Ringaman, 6833 Rustic Lane asked if the Council was <br />positive that financial institutions will honor the Council <br />decision. Mr. Stahlberg said the MUSA boundary refers to <br />sewer only. Therefore, a lending institution could require <br />you to hook up to municipal water although the property is <br />outside of the MUSA boundary. <br />Mr. Miller stated that the back of the lots that front Marvey <br />Street are included in the MUSA boundary. The reason for <br />this is that the area to the south is included in the MUSA <br />boundary and this will allow the lot owners along Marvey <br />Street to subdivide their lots and connect to sewer if they <br />want to do so. He also noted that the west 1/2 of the prison <br />property has been deleted from the MUSA boundary because <br />there are no plans to extend the prison facilities to this <br />area. <br />Mr. Miller indicated areas north of Lilac Street that do not <br />want to be included in the MUSA boundary. He noted that <br />north of 77th Street, Mr. Priem has indicated that he is <br />interested in subdividing. He also indicated all the <br />properties north of Main Street who are interested in being <br />included in the MUSA boundary. Mr. Miller explained the <br />possible development at the intersection of Lake Drive and <br />Main Street and indicated that the redevelopment of Ross' <br />Corner should come before the Planning and Zoning Board in <br />August. <br />Rochelle Miller, 7725 Marilyn Drive stated that she is not <br />interested in being included in the MUSA boundary. She felt <br />that the reason that her area was not taken out of the MUSA <br />boundary was because of the possible development of the Priem <br />property. Mr. Miller explained the problem is that the staff <br />has tried to avoid the "swiss cheese" pattern of development. <br />He said the City would have a hard time justifying to the <br />Metropolitan Council a "leap frog" pattern MUSA boundary. <br />Mr. Priem has presented a concept map to the City and Mr. <br />Miller is proposing to include the back half of the lots on <br />Country Lane in the MUSA and the lots on Marilyn Drive. He <br />noted that no one is required to sell their property. <br />Rochelle Miller asked why were they being told that they <br />would be dropped from the MUSA boundary when they were not <br />going to be dropped? Mr. Miller explained again, that the <br />staff wishes to avoid the "swiss cheese" pattern. In <br />addition, Mr. Miller noted that it was not economically <br />feasible to extend sewer and water into their area at this <br />time. <br />Darrell Phillips, 158 Marvey Street asked how many feet of <br />
