Mr. LeBlanc explained that he must have all his <br />information for'the application by August 25, 1989. <br />Mr. Bohjanen commented that he hoped that the study would <br />involve the entire chain of lakes. <br />ANNOUNCE THAT THE PUBLIC HEARING SCHEDULED FOR 7:35 P.M. <br />REGARDING PHASE II OF THE WEST CENTRAL TRUNK SEWER AND WATER <br />TRUNK MAIN EXTENSION HAS BEEN RESCHEDULED TO AUGUST 14, 1989, <br />7:30 P.M. <br />Mayor Benson made this announcement. <br />REPORT ON 24TH AVENUE, EXISTING STATUS AND FUTURE <br />ALTERNATIVES <br />Mr. Schumacher explained that the City of Lino Lakes and the <br />City of Hugo have both received petitions requesting that <br />24th Avenue be upgraded. The Lino Lakes City Council has <br />requested that a report be prepared on 24th Avenue <br />establishing the present condition of the street. <br />Mr. Dan Boxrud representing Short - Elliot- Hendrickson, Inc. <br />explained that the report is now complete and the Council <br />does have a copy of the report. He reviewed the report for <br />the Council using the overhead projector. The report <br />contains documentation of the general condition of the street <br />as well as several recommendations to upgrade the street. <br />Mr. Boxrud explained that the City Council will have to make <br />a judgement call regarding which recommendation to follow. <br />Mr. Schumacher reminded the Council that the City Charter <br />prohibits the use of General Fund money for improvements and <br />it specifically states benefitting property will pay for the <br />improvement. He also noted that there are very large <br />frontages on this street and he doubted that the City could <br />prove that the assessment would not exceed the benefit to the <br />property. <br />Mr. Steve Nice, 6509 - 24th Avenue told the Council that he <br />appreciated the speedy action taken by the Council to address <br />this concern. He also noted that he is concerned about the <br />possible breakup of the street next spring. Mayor Benson <br />asked Mr. Nice how he felt about the possible assessment he <br />would receive. Mr. Nice said that he realized it would be <br />expensive and was considering subdividing his property. He <br />suggested that Lino Lakes and Hugo look at the future for <br />this street and then for the balance of this summer, tar or <br />oil the street to keep the dust down. <br />It was decided to meet with the City of Hugo to see if a <br />joint powers agreement could be prepared for maintenance of <br />24th Avenue. <br />
