COUNCIL MEETING JULY 24, 1989 <br />Mayor Benson thanked Mr. Boxrud for the presentation this <br />evening. <br />PRESENTATION OF 1988 CITY AUDIT <br />A copy of the 1988 Lino Lakes City Audit was sent to each <br />to the Council with their packets for their review. Mr. <br />Tautges presented an overview of the 1988 City Audit and <br />reviewed his management report. Mayor Benson asked Mr. <br />Tautges to give his opinion on how the City progressed <br />comparing 1988 to 1987. Mr. Tautges explained that the <br />General Fund did very well due to good budget monitoring by <br />the staff and the large amount of building within the City. <br />He noted that it was very important to keep the General Fund <br />balance growing. <br />Mayor Benson asked Mr. Tautges to give the City some <br />recommendation for 1989. Mr. Tautges said he felt it most <br />important to monitor the improvements area; connection and <br />area charges and assessment practices. He noted that the <br />stakes are getting higher. He also felt it was important to <br />monitor the action taken by the State Legislature regarding <br />levy limits and the shifting of state aids to other entities. <br />In addition, Mr. Tautges felt that it was very important to <br />get the internal computer systems up and operational. <br />In summation, Mr. Tautges explained that Lino Lakes is a city <br />perched on growth. This area is a natural corridor for <br />growth which will increase risks for the city, increase the <br />need for services and increase the need for proper <br />management. He explained that the City is now in the <br />position of managing the risk that comes with growth. <br />Mayor Benson thanked Mr. Tautges for coming this evening. <br />PLANNER'S REPORT <br />Consideration of Proposal to Complete a Housing Analysis <br />Study by Maxfield Research Associates as Recommended by the <br />Economic Development Committee - Mr. Miller explained that <br />this proposal originated in the Economic Development <br />Committee (EDC) because the EDC was concerned about the mix <br />of housing available in this City and how much was needed. <br />To make sure that Lino Lakes does not have too many <br />residential lots, the EDC would like to identify the number <br />of lots that can be marketed in Lino Lakes each year. If <br />more lots can be marketed, then there would be the need to <br />approach Metropolitan Waste Control and ask for an extension <br />of the MUSA to make more lots available. The study would be <br />funded from the economic development grant given to the City <br />by Anoka County. <br />Mr. Bohjanen moved to approve the expenditure of $7,680.00 <br />
