1 COUNCIL MEETING JULY 24, 1989 with a maximum of $250.00 in reimbursable expenses directing the City Administrator to enter into an agreement with Maxfield Researdh Group to complete a housing needs analysis. Mr. Neal seconded the motion. Motion carried unanimously. PUBLIC HEARING - PRELIMINARY PLAT, RESHANAU PARK ESTATES Mayor Benson called the public hearing to order at 8:09 P.M. Mr. Stahlberg explained the location of the preliminary plat noting that Black Duck Drive would be extended to service the area. He also noted that the north boundary of the plat abuts the Anoka County Open Space and a corridor has been requested from Anoka County through the Open Space to West Shadow Lake Drive for the future installation of municipal utilities. This would require that the preliminary plat be revised to accommodate the easement to the Open Space boundary. The plat would provide thirty six (36) lots all zoned RX -1. There would be sixteen (16) lots on the lake and twenty (20) backing up to the Open Space. The Planning and Zoning Board have reviewed this preliminary plat and have recommended approval with the easement included. Mr. Gary Uhde, representing Reshanau Park Estates was present and explained that he has been working with the City Staff on the plat. He noted that the lake homes will start at about $250,000.00 and the Open Space lots will start at about $150,000.00. He noted that there would be an entrance delineation and designer street lights and mailboxes. There was a question regarding Outlot A and Outlot B. Mr. Uhde said that there are no plans for developing these two lots. There was a concern expressed regarding lake access for the twenty (20) lots that do not front on the lake. Mr. Uhde explained that at one time a marina was planned for these lots, however due to the shallowness of the lake, these amenities are longer planned. James Schaps, 6749 East Shadow Lake Drive asked what the Council would be approving tonight. It was explained that the there was not a full Council present so that this hearing may be continued to the next Council meeting. The Council could also approve the preliminary plat this evening if they felt enough information was available. Mr. Miller explained that right -of -way for the extension of the street to the north of this subdivision has been established, drainage has been designed and other engineering details have been worked out. Mr. Schaps explained that there had been a neighborhood meeting with the developer and asked whether there will be a road through the County Open Space as the City has planned. Mayor Benson said he has heard that the County will not allow the road, but will allow the easement for the utilities.
