1 <br />COUNCIL MEETING JULY 24, 1989 <br />with a maximum of $250.00 in reimbursable expenses directing <br />the City Administrator to enter into an agreement with <br />Maxfield Researdh Group to complete a housing needs analysis. <br />Mr. Neal seconded the motion. Motion carried unanimously. <br />PUBLIC HEARING - PRELIMINARY PLAT, RESHANAU PARK ESTATES <br />Mayor Benson called the public hearing to order at 8:09 P.M. <br />Mr. Stahlberg explained the location of the preliminary plat <br />noting that Black Duck Drive would be extended to service the <br />area. He also noted that the north boundary of the plat <br />abuts the Anoka County Open Space and a corridor has been <br />requested from Anoka County through the Open Space to West <br />Shadow Lake Drive for the future installation of municipal <br />utilities. This would require that the preliminary plat be <br />revised to accommodate the easement to the Open Space <br />boundary. The plat would provide thirty six (36) lots all <br />zoned RX -1. There would be sixteen (16) lots on the lake and <br />twenty (20) backing up to the Open Space. The Planning and <br />Zoning Board have reviewed this preliminary plat and have <br />recommended approval with the easement included. <br />Mr. Gary Uhde, representing Reshanau Park Estates was present <br />and explained that he has been working with the City Staff on <br />the plat. He noted that the lake homes will start at about <br />$250,000.00 and the Open Space lots will start at about <br />$150,000.00. He noted that there would be an entrance <br />delineation and designer street lights and mailboxes. <br />There was a question regarding Outlot A and Outlot B. Mr. <br />Uhde said that there are no plans for developing these two <br />lots. There was a concern expressed regarding lake access <br />for the twenty (20) lots that do not front on the lake. Mr. <br />Uhde explained that at one time a marina was planned for <br />these lots, however due to the shallowness of the lake, these <br />amenities are longer planned. <br />James Schaps, 6749 East Shadow Lake Drive asked what the <br />Council would be approving tonight. It was explained that <br />the there was not a full Council present so that this hearing <br />may be continued to the next Council meeting. The Council <br />could also approve the preliminary plat this evening if they <br />felt enough information was available. <br />Mr. Miller explained that right -of -way for the extension of <br />the street to the north of this subdivision has been <br />established, drainage has been designed and other engineering <br />details have been worked out. <br />Mr. Schaps explained that there had been a neighborhood <br />meeting with the developer and asked whether there will be a <br />road through the County Open Space as the City has planned. <br />Mayor Benson said he has heard that the County will not allow <br />the road, but will allow the easement for the utilities. <br />
