COUNCIL MEETING <br />JULY 24, 1989 <br />This matter will have to be discussed with the County. <br />Mr. Schap asked'if there will be another hearing on this <br />plat. Mr. Stahlberg explained that there will be no hearing <br />on the final plat. This is the only public hearing. <br />David Gontarek, 6888 Crystal Court asked if a study had been <br />made of the potential traffic impact in the area. He <br />referred to the possibility of a future connecting street <br />around the north end of the lake and compared the situation <br />to Como Lake or Phalen Lake. Mayor Benson said he doubted <br />that there would ever be a road in that location. This would <br />require the approval of the Anoka County Parks and he did not <br />see that approval would be given. <br />Mr. Uhde explained that he felt the citizens of the area were <br />getting the best of both worlds. The developer would be <br />giving the right -of -way in the plat and if it is not needed <br />it would not be used. He hoped that the Council would give <br />preliminary approval to the plat tonight. If this did not <br />happen the developer would be losing six (6) to seven (7) <br />month time. <br />Mr. Neal asked if the Fire Department has reviewed this plat. <br />He referred to the long cul -de -sac. It was noted that the <br />cul -de -sac is large enough for a fire truck to turn around <br />in and Mr. Volk supported the connecting link with West <br />Shadow Lake Drive noting that it could be used for <br />emergencies such as was experience several years ago when <br />flooding occurred on West Shadow Lake Drive. <br />Bruce Wahlberg, 6921 Sunrise Drive asked if this situation <br />was similar to the D. Erickson's Willow Pond proposed plat <br />where the developer incurred a lot of costs and the rezone <br />was denied. Mayor Benson explained that this is a totally <br />different situation. The land is properly zoned for the plat <br />and the developer has the right to develop according to the <br />guidelines set out in the platting code. <br />Tim Rehbine, 636 Main Street asked if park trail dedication <br />will be required. Mr. Volk explained that the easement for <br />the possible extension of the street will be used as part of <br />the trail system. <br />Donald Dunn, 6885 Black Duck Drive expressed concern <br />regarding the size and location of the entrance markers to <br />the new subdivision. He looked at this development as an <br />extension of the current development and not a separate <br />district. He asked the Council to address this concern. Mr. <br />Miller explained that entrance markers were part of the <br />preliminary plat proposal and was not aware of any problem <br />with them. Mr. Dunn said he feared the markers would <br />delineate the new area as being better than the older area. <br />Mayor Benson said he did not see a need for entrance markers <br />
