1 <br />1 <br />1 <br />COUNCIL MEETING JULY 24, 1989 <br />water to that area. <br />Mr. Miller referred to the northwest quadrant of I35E and <br />Main Street. Originally it was not intended to include this <br />area in the MUSA boundary. However the landowner has <br />contacted city hall and plans to have a plan for the area <br />ready by the end of the month. Mr. Miller recommended <br />including this thirty (30) acres in the MUSA boundary. <br />Mr. Stahlberg explained that the map before the Council has <br />already been submitted to the Metropolitan Council and he has <br />explained the rationale behind the changes to the Council <br />Metropolitan Council has a problem with the population <br />figures presented to them. We will have to prove to them <br />that we are developing faster than what their development <br />committee says. The Metropolitan Council also took issue <br />with including West Shadow Lake Drive in the development <br />area. They feel that the area is already developed. <br />Dennis Kollar, 7141 Sunrise Drive asked about the cost to <br />hook up to sewer and water. Mr. Stahlberg explained that <br />a procedure has been developed for people adjacent to the <br />trunk lines outlining the costs and the procedure for hooking <br />up to the facilities. This was done because there are so <br />many rumors floating about as to the costs and procedures. <br />Jay Kane, 6584 Otter Lake Road told Mr. Miller that all the <br />landowners in his area are in favor of bringing sewer and <br />water to their property. <br />A gentleman in the audience asked what the logic was for not <br />including the property just south of D. Erickson's 2nd <br />Addition in the MUSA boundary. Mr. Miller explained that it <br />was originally included and will remain in the MUSA boundary. <br />Mr. Miller referred to the Sunset /Sunrise area and noted that <br />during the neighborhood meetings held for this area, some <br />landowners wanted to be included in the MUSA boundary but <br />most of them did not want to be included. The lots in this <br />area are large and the assessments would be costly. Mr. <br />Miller recommended that this area as well as the Ulmer's area <br />be deleted from the MUSA area although some landowners <br />directly next to the trunk lines are expected to connect. <br />There does remain a question regarding Sunrise Drive. The <br />sewer line will be on the east side of Sunrise Drive and <br />there is the potential for landowners on the west side of the <br />street to petition for service. The problem lies with the <br />lending institutions. If service is available, sometimes <br />they require the hookups be completed. It was determined <br />that if the west side of Sunrise Drive is outside of the MUSA <br />boundary, lending institutions could not require the property <br />to hook up to the sewer service. Mr. Miller recommended that <br />all property on the west side of Sunrise Drive be deleted <br />from the MUSA boundary. <br />
