2g <br />COUNCIL MEETING <br />SEPTEMBER 11, 1989 <br />the Phase I improvement. Mr. Bisel noted that he found it <br />hard to understand that a City such as Lino Lakes within a <br />very short distance of the intercore cities would have <br />streets such as 24th Avenue in such bad condition. He felt <br />this City must proceed with some sort of an agreement. <br />Mr. Boxrud suggested that an informational meeting with the <br />affected landowners in Phase I be held prior to the October <br />10, 1989 Council meeting. Acting Mayor Reinert felt a open <br />exchange of information with the landowners should be held as <br />soon as possible. <br />Mr. Bisel asked why this is a city project. Why would it not <br />be a county project since the street divides two counties. <br />Mr.Boxrud explained that a street must meet certain <br />criteria. This street does not meet the criteria and the <br />proposal appears to be the best thing to do for the tax payer <br />in this area. <br />Mr. Neal asked why a feasibility study must be prepared when <br />it is agreed the improvement must be completed. It was <br />explained that this is a legal requirement. <br />Mr. Schumacher told the Council that the staff will meet with <br />the landowners along 24th Avenue and determine the interest <br />in upgrading the street. He will report back to the Council. <br />OLD BUSINESS <br />Followup, Annual Review of Conditional Use Permits - Mr. <br />Kluegel told the Council that Mr. Roland Fords property has <br />been sold to a landscape contractor. He is working with the <br />new owner to see that the property is upgraded. <br />On June 26, 1989 the Council reviewed several Conditional Use <br />Permits and asked Mr. Kluegel to followup on three and bring <br />this information to the Council. <br />Bill Flanagan, 908 Orange Street, Permanent Business Sign -- <br />Mr. Flanagan has now removed the illegal temporary sign and a <br />permanent sign has been erected. <br />My Plat_ on the Lake, 6810 Lake Drive, Illegal Fill - Aft <br />meeting with the DNR the illegal fill that was placed in <br />wetlands has been removed. <br />William Krychinski, 7830 Lake Drive, Park Screening and <br />Exterior.Storage - Mr. Kluegel explained that this property <br />is Suburban Residential and currently there is a dump truck <br />and bobcat stored on the property. Mr. Neal said he sees <br />this all over this City. He noted that Mr. Krychinski had <br />both of these pieces of equipment when the property was zoned <br />commercial and felt that he was "grandfathered ". Mr. Bisel <br />asked if Mr. Krychinski could apply to return to a commercial. <br />
