280 <br />COUNCIL MEETING SEPTEMBER 11, 1989 <br />Mr. Bisel asked Mr. Hawkins if the interest of Lino Lakes is <br />protected better than with the previous Joint Powers <br />Agreement. Mr. Hawkins explained that this is the first time <br />he has seen this fourth draft. However he did feel that Lino <br />Lakes has more control over contributions and expenditures <br />with this draft. <br />Acting Mayor Reinert noted the section regarding keeping each <br />station in tact in the event that the Joint Powers Agreement <br />was dissolved. Mr. Schumacher explained that the equipment <br />in the station at the time the Joint Powers Agreement is <br />dissolved would stay in that station. <br />Mr. Bisel asked that both Mr. Hawkins and the Lino Lakes <br />Commissioners review this draft and submit their opinions to <br />the Council. <br />Mr. Neal asked about the situation with the Fire Chief. It <br />was explained that the first action of the Steering Committee <br />after the Joint Powers is adopted will be appointing a new <br />Fire Chief. <br />Mr. Bisel moved to adopt the first reading of the fourth <br />draft of the Centennial Fire District Joint Powers Agreement. <br />Mr. Neal seconded the motion. Motion carried unanimously. <br />CONSIDERATION OF A PROPOSED PROJECT /AGREEMENT SCHEDULE FOR <br />UPGRADING ELMCREST AVENUE, DAN BOXRUD <br />Mr. Boxrud explained that Lino Lakes and the City of Hugo <br />share a common boundary street known as Elmcrest in Hugo and <br />24th Avenue in Lino Lakes. This street is in need of <br />upgrading. Recently a meeting was held between the Lino <br />Lakes staff, the Hugo staff and Mr. Boxrud. As a result of <br />this meeting, Mr. Boxrud has prepared a Joint Powers <br />Agreement outline and phased cost estimates for upgrading the <br />street. This information has been forwarded to the Council. <br />Mr, Boxrud outlined the work necessary to upgrade the street <br />and noted that the costs were preliminary. He noted that the <br />upgrading will probably be completed in phases with the first <br />pii;se beginning at Bald Eagle" Boulevard ,lnd ending a.: Main <br />Street. The second phase would begin at Main Street and end <br />at 80th Street. This third and final phase begins at 80th <br />Street and ends at the north boundary of Lino Lakes. <br />Mr. Boxrud noted the approximate cost to Lino Lakes for each <br />of the three phases as outlined in the presentation that was <br />forwarded to the Council. Possible cost recovery was also <br />discussed as well as the improvement schedule. Mr. Boxrud <br />asked the Council if they had any preference for the .length <br />of time of the improvement: Mr. Schumacher noted that the <br />City of Hugo has money set aside to complete their portion of <br />
