1 <br />273 <br />COUNCIL MEETING SEPTEMBER 11, 1989 <br />Disease and establishing a definition of "brain dead ". <br />Mr. Bisel said he felt the school fund bill did not <br />adequately address equity in school funding. He noted that <br />the Minneapolis, St. Paul, Duluth and iron range cities get <br />more school funding that any of the other school districts in <br />the State. Mr. Bisel explained that he felt inequities <br />resulted because the remaining school districts are relying <br />more and more on property tax levies and there by taxing our <br />residents for school funding much more heavily. Mr. Dahl <br />said he felt this issue would be addressed by the legislature <br />by a equalized funding bill. <br />Mr. Bisel noted that there is a large metropolitan regional <br />park with a golf course in Lino Lakes. He asked Mr. Dahl how <br />this City could obtain financial help in providing fire and <br />police protection to this metropolitan facility. He asked if <br />Mr. Dahl would support a bill allowing Lino Lakes to <br />establish a tax to recapture money it spend for police and <br />fire services. Mr. Dahl said he felt it would be very <br />difficult to get this type of a bill. He felt it would be <br />easier to get appropriations for Lino Lakes instead of the <br />special legislation. He also said he would be glad to get <br />together with Mr. Schumacher on this matter and to work with <br />Lino Lakes. <br />Mr. Bisel explained that Tax Increment Financing is critical <br />to the City of Lino Lakes. He asked if there will be efforts <br />to "water down" TIF. Mr. Dahl said he felt that TIF was very <br />effective in other cities and saw no reason for a change in <br />this area. <br />Mr. Neal explained that at one time the Centennial Fire <br />District had a contract to provide fire protection to the <br />Lino Lakes Correctional Facility. Now the Fire Department <br />does not get paid for false alarms and explained that many <br />calls are made to the facility and the Fire Department is not <br />paid for these calls. Mr. Dahl said he was not aware of this <br />situation and asked Mr. Schumacher to give his office a call <br />tomorrow (Tuesday, September 12, 1989) to discuss this matter <br />with him. <br />Mr. Neal also explainer that sewer 7.nd water utilities are <br />being extended to the Correctional Facility and now the City <br />is hearing that the state has• not appropriated money to cover <br />the assessment for this facility. Mr. Dahl told Mr. <br />Schumacher to have his staff updated on this matter <br />immediately. <br />Mr. Bohjanen asked if there were a special legislative <br />session this fall, would a major housing bill be considered. <br />Senator Dahl said no, the only items to be addressed are the <br />tax bill and the recycling bill. <br />
