274 <br />COUNCIL MEETING <br />SEPTEMBER 11, 1989 <br />Mr. Bisel explained that this City is subdividing and <br />expanding greatly and there is a problem financing <br />improvements that must be extended past large parcel of land. <br />He asked Senator Dahl how the large land owners could be <br />accommodated and not be driven off their land. Senator Dahl <br />said this situation has been a real dilemma in other <br />communities. There is no good answer to this situation. Mr. <br />Bisel referred to the forced main sewer line installed by <br />Metropolitan Waste Control Commission along Birch Street. He <br />noted that they did not install the larger sized pipe as they <br />had indicated they would and now the line is too small and <br />there is no capacity for adjoining undeveloped lands. <br />Senator Dahl said that land use and development issues in his <br />opinion are best left to the local authorities. He suggested <br />that Lino Lakes contract Ken Kunzman at the MWCC and discuss <br />the problem with him. <br />Mr. Neal expressed concern that as money is being funnelled <br />into the large city police departments drug control, drug <br />dealers will be forced to work in the suburbs. He noted that <br />small departments do not access to the funding to control <br />drug trafficking and asked how smaller cities can obtain <br />funding they will need for drug control. Senator Dahl <br />explained that he was not aware of what is in the Presidents <br />plan regarding this issue but he said he would fight this <br />"scourge ". <br />Acting Mayor Reinert and the Council thanked Senator Dahl for <br />coming this evening. <br />PROCLAMATION - GREATER ANOKA COUNTY HUMANE SOCIETY MONTH, <br />RESOLUTION NO. 64 - 89 <br />Mr. Bisel moved to approve Resolution No. 64 - 89. Mr. <br />Bohjanen seconded the motion. Motion carried unanimously. <br />This resolution can be found at the end of these minutes. <br />CONSIDERATION OF RESOLUTION NO. 65 - 89 AUTHORIZING <br />PARTICIPATION IN THE 1990/1992 COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM <br />Mr. Schumacher explained that the City of Lino Lakes has <br />participat -ad in this program for several years. The senior <br />center and the Economic Development Committee have both <br />received funding and explained that if the Council wished to <br />continue participation in the program, they should adopt this <br />resolution. <br />Mr. Bohjanen moved to approve Resolution No. 65 - 89 and <br />asked the Clerk to read the resolution. Mr. Neal seconded <br />the motion. Mrs. Anderson read the resolution.
