1 <br />1 <br />1 <br />COUNCIL MEETING <br />SEPTEMBER 11, 1989 <br />Accepting Bids for Seal Coating, Resolution No. 66 - 89 - Mr. <br />Volk explained that TKDA had prepared specifications for this <br />improvement and had advertised the bid for this past Friday, <br />September 8, 1989. Only one bid was received. This bid is <br />from Allied Blacktop Company for $43,314.75. Mr. Bohjanen <br />asked if the bid was somewhat lower than anticipated. Mr. <br />Volk said yes, the entire program is somewhat reduced. Mr. <br />Bisel moved to award the bid to Allied Blacktop Company for <br />$43,314.75 and approve Resolution No. 66 -89. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />PUBLIC HEARING - TAX INCREMENT FINANCE DISTRICT NO. 1 -3 <br />Acting Mayor Reinert opened the public hearing at 7:54 P.M. <br />Mr. Miller told the Council that this district concerns the <br />Ross property at 7990 Lake Drive. This proposal will <br />distribute approximately $200,000 to this property on a "pay <br />as you go" basis. This means that Lino Lakes will not have <br />to issue or sell any bonds for the development and the <br />developer will receive cash in annual installments. Within <br />two weeks three final documents will be delivered to the <br />City, the final TIF plan, the site plan and the guarantee <br />documents. The draft site plans have been reviewed by the <br />P & Z Board and several changes were recommended. The only <br />apparent issue involves the residence to the east of the <br />brick home. The owner of this residence will meet with the <br />developer to work out screening and any other concern. <br />Mr. Miller explained that the proposal for this site is to <br />remove all existing structures on the Ross property as well <br />as the brick home to the east. A retail facility of <br />approximately 21,000 square feet will be built on the site <br />providing retail functions not currently available. The <br />structure will help improve the image of Lino Lakes. <br />The purpose of the public hearing is to take public comments <br />regarding the financing of this development. If there are <br />no adverse concerns, all final documents will be before the <br />Council at the next regular Council meeting. <br />Acting Mayor Reinert asked if there were any comments either <br />for or against the proposal. There were no comments from the <br />audience. <br />Mr. Bohjanen asked if the highway department had been <br />contacted regarding placing a stop light at the intersection <br />of Lake Drive and Main Street. Mr. Miller said that the <br />County has indicated that there will not be a light there for <br />four or five years. Their main concern is obtaining the <br />necessary right -of -way. There was discussion regarding <br />traffic at the Tom Thumb store. Mr. Miller told the Council <br />that the owners of the Tom Thumb property are currently <br />working on a revised plan for egress and ingress to this <br />property. <br />
