320 <br />COUNCIL MEETING OCTOBER 23, 1989 <br />street in Lino Lakes is the problem. It does not end at a <br />county designated state aid county street (Bald Eagle Blvd. <br />is a city street) and 24th Avenue does not serve any good <br />county purpose. <br />The residents along 24th Avenue have noted that the residents <br />south of the city limits travel north on 24th Avenue to Main <br />Street as a method of reaching the freeway. If they were to <br />go south, they would have to go all the way to Highway 96 to <br />reach the freeway. Mr. Boxrud said that this argument would <br />not get the counties to change their attitude regarding 24th <br />Avenue. <br />Mr. Boxrud was asked if Lino Lakes could use some of their <br />MSA fund for this improvement. Mr. Schumacher explained that <br />this was discussed with Hugo, however they do have a <br />population of 5,000 and are not eligible for MSA funding. <br />Therefore, if the street is to be improved within the next <br />year or two, MSA funding is not possible. <br />Mr. Bisel asked Mr. Boxrud why Ramsey County does not <br />designate their section of Bald Eagle Blvd. as county MSA. <br />Mr. Boxrud explained that Ramsey County feels there are <br />greater needs elsewhere in the County. We can ask Ramsey <br />County to do this, but it is not likely to happen. <br />Mr. Bisel asked what the state has to say about this area in <br />terms of fire /police protection and ambulance service. Mr. <br />Boxrud said the state looks at this as purely a local issue. <br />Mr. Bisel moved to proceed with Option No. 2 and ask the <br />County Commissioners and all other agencies (Washington and <br />Ramsey Counties, City of Hugo) involved to attend the <br />hearing. Mr. Reinert seconded the motion. Motion carried <br />unanimously. The date of the hearing will be coordinated <br />with the other agencies. <br />CHIEF OF POLICE REPORT - DEAN CAMPBELL <br />Community Service Officer Six Months Report - Chief Campbell <br />explained that in April the Council authorized the hiring of <br />CommLni,:y Service Officer (CSO) with the 2rovisi -,o that `.h.'. <br />position be reviewed at the end of six months. A review of <br />the position as well as a job description and a summary of <br />what has happened during the past six months was forwarded to <br />the Council this past Wednesday. Chief Campbell explained <br />that he felt it is a good program and he has received very <br />good comments about the program and the person who is filling <br />the position. The 1990 Police Department Budget contains <br />funding to make this a full time permanent position within <br />the Police Department. <br />Mr. Reinert asked if the CSO will handle complaints regarding <br />the destroying of campaign signs.
