1 <br />1 <br />1 <br />COUNCIL MEETING OCTOBER 23, 1989 <br />is a criminal violation of property. <br />Mayor Benson asked about the compensation for the CSO. Chief <br />Campbell explained that if the position were approved, the <br />officer would continue at $6.50 per hour for the balance of <br />1989. This money will be taken from the part time officers <br />category of the 1989 Budget. The 1990 Budget would reflect <br />an increase for this position. Mayor Benson asked if Chief <br />Campbell was thinking of continuing with the same CSO. Chief <br />Campbell said yes, he has received very good feedback <br />regarding Mr. Lauderbaugh and not one complaint. <br />Mr. Reinert referred to item No. 11 on the letter regarding <br />Examples of Work Performed. He noted that previously the <br />Building Inspector performed these types of code enforcement <br />duties. Chief Campbell explained that people do respond <br />different to a CSO in uniform than they did to the Building <br />Inspector. However, the CSO is a non -sworn officer and does <br />work closely with the Building Inspector who has authority to <br />issue citations. Also the Building Inspector does get around <br />the City everday and can relate different types of problems <br />to the CSO. <br />Mr. Reinert moved to approve Option No. 1, continuation of <br />the CSO position through the end of the year. Mr. Neal <br />seconded the motion. Motion carried unanimously. <br />Operations Officer Six Months Report - Chief Campbell has <br />prepared a review of this position and sent it to the Council <br />along with a list of Details and Activities form and a Job <br />Description. Chief Campbell felt this is also a good <br />program. The officer assigned to this position has been <br />involved with getting the computer up and running. He must <br />be certified so that the Police Department can maintain the <br />system. Mr. Bisel asked Chief Campbell how much of this <br />position is mandated by state law. Chief Campbell said every <br />aspect of the position, from certification as a patrol <br />officer to certification with the computer. Mayor Benson <br />asked Chief Campbell if he would be looking at extending this <br />position into 1990. Chief Campbell said yes, he would like <br />this to be a departmental position. <br />Mr. Bisel noted that currently this officer is splitting his <br />time between patrol and these new duties. He asked if this <br />would continue. Chief Campbell said that the patrol duties <br />would probably decrease and the new duties will grow. More <br />time is needed to address items such as crime prevention. <br />Mayor Benson asked Chief Campbell if he was looking at this <br />position as an administrative position. Chief Campbell said <br />yes or a supervisory position. This officer will not only <br />put out information, but will be responsible for making sure <br />the officers understand the information. <br />Mr. Bisel noted that this position would involve a drug abuse <br />8 2Y <br />
