322
COUNCIL MEETING OCTOBER 23, 1989
program. He asked if the City will be eligible for any of
the new federal money being made available for drug control?
Chief Campbell explained that Anoka County would receive most
of the money for all cities within the County. The only
benefit he could see would be through a training or
educational program. Mr. Bisel commented that he was afraid
that the inner cities would force the drug activities to the
suburbs and the inner cities would get all of the money
leaving communities such as Lino Lakes to deal with the
problem with only its current limited resources. He said
that he would like to make sure that if there is any money
available, Lino Lakes would get its share.
Mr. Bisel moved to approve Option No. 1, Operations
/Adminstrative Officer Position to be continued as a Police
Department position. Mr. Neal seconded the motion. It was
noted that this action will make this a permanent position
and it will have to be budgeted in the 1990 Budget.
Voting on the motion, motion carried unanimously.
PUBLIC HEARING - REZONE PORTION OF RESHANAU PARK ESTATES -
JOHN MILLER
Mayor Benson opened the public hearing at 7:53 P.M. Mr.
Miller presented the request on the overhead projector. He
noted that the two rezone requests affected the previously
platted Outlot A and Outlot B, Lakes Addition No. 3 and was
an attempt to give each lot one zoning category. When these
Outlots were platted, they were unbuildable for physical
reasons, not because they could not meet minimum lot
requirements. It was also understood that when the Robertson
property developed, the two outlots would be combined with
that land and several residental lots created. Now the land
to the north has been platted into Reshanau Park Estates and
the plat has been approved by the City Council. The Planning
and Zoning Board has reviewed and recommended approval of the
rezone requests.
Mr. Miller said this is basically a house keeping item, the
lots in Outlot A would be rezoned from R -1 to R -1X and would
be in conformity wi`tiG the 1 ^t> to the north of Outlot A.
Outlot B is currently zoned R -1 and this lot is being platted
into three lots by combining Outlot B with some area to the
north which is currently zoned R -1X. The request here is to
rezone the area to the north of Outlot B to R -1 from R -1X so
that all portions of all three lots would be R -1. Outlot B
is on Crystal Court and the lots across from Outlot B are
also zoned R -1.
David Gontarek, 6888 Crystal Court asked .to make a statement.
He said he had two concerns. The first concern is that he
and his neighbors did not recieve their notification of this
public hearing until late in the week. This did not allow
