1 <br />1 <br />COUJNCIL MEETING NOVEMBER 27, 1989 <br />OPEN MIKE <br />Anoka County Sheriff Wilkinson - Sheriff Wilkinson explained <br />that the purpose of his visit this evening is the <br />continuation of good communication with the communities in <br />Anoka County. He noted that he had published a report and <br />had sent each community a copy of the report. <br />Sheriff Wilkinson said that he feels that the working <br />relationship with the Lino Lakes Police Department continues <br />to be excellent. HHe then noted the various services provided <br />by the Anoka County Sheriff's Department such as criminal <br />investigations, the Sexual Assault Unit, the Drug Enforcement <br />Unit, Polygraph Services, Crime Lab Services, Jail Services, <br />the Civil Process Division and the Uniform Patrol Division. <br />Sheriff Wilkinson also noted some of his future goals for <br />service to the communities. His number one priority was the <br />expansion of the crime lab. He is also looking at <br />instituting a prisoner transport system and is continuing the <br />process of automation in the Sheriff's Department. <br />Mr. Reinert asked Sheriff Wilkinson if he could see anything <br />coming from the federal government regarding funding of the <br />drug control program. Sheriff Wilkinson said yes, that his <br />department has received a grant for each of the past two <br />years and expects to receive additional grants. He also <br />noted that by 1991 he expects that grant money will filter <br />down to the local level. Mr. Reinert asked if there would be <br />any strings attached to these grants and Sheriff Wilkinson <br />said he expected the money would be earmarked for education <br />and coordinating efforts with other enforcement departments. <br />Sheriff Wilkinson explained that there is currently a <br />cooperative effort by Anoka County, Washington County and <br />several other communities in controlling drug traffic. This <br />association is named the East Metro Task Force. <br />Mr. Reinert asked if there was a concerted effort to <br />apprehend drug dealers or users. Sheriff Wilkinson said the <br />effort is more toward the dealers. Mr. Reinert noted that <br />the bulk of the federal money is going to the inner cities. <br />This will increase the pressure on the inner city dealers and <br />force them into the suburbs. Sheriff Wilkinson said this is <br />already happening although not at the same rate as in other <br />parts of the country. <br />Sheriff Wilkinson noted the DARE program and explained that <br />grant money is being used to train individuals in this <br />program. He said he had "high hopes" for this program. <br />Mr. Bisel asked Sheriff Wilkinson about the computer program <br />for the Sheriff's office and asked if it would be compatible <br />with the system in the Lino Lakes Police Department. Sheriff <br />Wilkinson said that he would not know until the bids are <br />awarded for the hardware and software. <br />PAGE 2 <br />
