1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 27, 1989 <br />many five acre lots, an amendment allowing larger accessory <br />buildings on five lots would not affect many landowners. He <br />also noted that there did not seem to be a definite formula <br />as to how building sizes were determined in each district. <br />Mayor Benson noted that the Council has received a number of <br />request for an amendment to the City Code for accessory <br />buildings. Each time the Planning and Zoning Board and the <br />City Council have reviewed the request. After reviewing the <br />current codes, it was decided to leave the Code as it <br />currently is. Mayor Benson noted that a lot of time has been <br />spent addressing this matter. <br />After further discussion, Mr. Bisel moved to send this matter <br />to the Planning and Zoning Board for review and <br />recommendations and requested that the Board look at the <br />overall ordinance regarding accessory buildings and also look <br />at the criteria that was used to establish the current <br />building size codes. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. <br />GENERAL REVIEW AND DISCUSSION OF THE PROPOSED 24TH AVENUE <br />(ELMCREST AVENUE) IMPROVEMENT PROJECT - RESOLUTION NO. <br />75 - 89 <br />Mr. Schumacher explained that at the October 23, 1989 Council <br />meeting, Mr. Boxrud outlined the scope of this proposed <br />improvement project. The City Council had asked that a <br />meeting be set with the residents in the area, the County <br />Commissioners and all other agencies involved to discuss the <br />cost of the improvement and funding of the improvement. <br />Tonight Jon Olson, Assistant Anoka County Engineer, Mark, <br />Mattson, Assistant Washington County Engineer, Hugo Mayor, <br />George Atkinson and City Administrator, Ken Huber were <br />present to discussion funding of this proposed improvement. <br />Mr. Olson had prepared a memorandum to the City Council <br />outlining the position of Anoka County on this street. The <br />memorandum indicates that 24th Avenue does not meet the <br />qualifications of a County State Aid Road and the County does <br />not have sufficient funding to meet all of their current <br />obligations let alone add another street to their system. <br />The memorandum states that this street could be constructed <br />more economically as a city street. <br />Mayor Benson explained that the residents along 24th Avenue <br />pay taxes to the County and are asking that the County <br />participate in the reconstruction of 24th Avenue in some <br />manner. Mr. Olson said that their taxes help pay for the <br />upkeep of other county roads in this area and these residents <br />use these county roads. Mr. Olson felt that 24th Avenue is <br />almost totally a local street, it does not go anywhere and is <br />not a collector street for the county system. He noted that <br />PAGE 4 <br />9 <br />
