COUNCIL MEETING NOVEMBER 27, 1989 <br />the county system is not intended to provide access to <br />private homes, local municipalities provide that type of <br />street. Mr. Olson also noted that the proposed assessment is <br />very reasonable. <br />Mr. Bisel did not agree with Mr. Olson regarding other county <br />streets providing service to the residents on 24th Avenue. <br />He noted several county streets that could not be accessed <br />from 24th Avenue. Mr. Bisel also noted the terrible <br />condition of the street in the spring and felt the safety of <br />the residents was compromised. Mr. Bisel asked why county <br />line roads are in such terrible condition? Mr. Olson <br />explained the problems regarding jurisdiction. <br />Mr. Bisel explained the terms of the City Charter and noted <br />that Lino Lakes cannot begin an improvement project under <br />Chapter 429 as the City of Hugo can. He said that when it <br />came to streets such as 24th Avenue, this City cannot "go it <br />alone ". Mr. Olson said that there are county streets within <br />one half mile of all the residents on 24th Avenue and he <br />could not justify any county expenditures on that street. <br />Mayor Benson told Mr. Olson that he expected Mr. Olson to say <br />what he had tonight. However, he asked Mr. Olson what could <br />the county do to help the situation, truck time, material <br />donation, etc.. Mr. Olson said that he has zero authority to <br />expend any time or money on 24th Avenue without direction <br />from the Anoka County Highway Committee and this would not be <br />forthcoming. County money cannot be spent on streets that <br />are not on the county state aid system. <br />Mr. Mattson said that Washington County had also evaluated <br />24th Avenue and did not see a need for it on their system. <br />Their present grid system is adequate. Mayor Benson said he <br />understood the position of the two counties but asked if the <br />counties would work with equipment and tools to help make the <br />improvement more feasible. He noted that there are large <br />tracts of land on this street and assessments could run high. <br />Mr. Olson noted that the larger tracts also had larger <br />benefits. Mr. Bisel asked Mr. Olson if he would tell an old <br />lady who does not drive a car that she has to pay an <br />assessment just to watch someone drive by her house. Mr. <br />Olson said yes because the improved street increased her <br />property value. Mr. Olson repeated that there is nothing <br />that he can do on this street and there is nothing that he <br />can provide. He explained that during the construction <br />season, his crews are very busy and do not even get the <br />chance to complete all of the projects that are scheduled. <br />Mr. Mattson said that Lino Lakes is asking the counties to <br />break the law to provide material or time on a non - county <br />state aid street. <br />Mayor Atkinson of Hugo explained that Hugo is ready to go <br />with a Chapter 429 project on 24th Avenue.
