He also <br />explained that there have been no formal hearings on this <br />matter. <br />Mr. Steve Nice, 6509 - 24th Avenue said he would support his <br />proposed assessment. However, he said he was very upset with <br />the position of the counties and did expect some gesture of <br />good will. <br />Mr. Schumacher explained that the next step would be to <br />authorize SEH to prepare a feasibility report. He also noted <br />that there will be expenses involved just to bring this <br />matter to a public hearing. Mr. Bisel explained that the <br />street is very bad, there is the possibility of future <br />expansion and the City must provide for emergency vehicles to <br />enter the area. He felt the procedure must continue to the <br />public hearing. <br />Mr. Bisel moved to proceed with SEH and set the public <br />hearing and approve Resolution No. 75 - 89. Mr. Bohjanen <br />seconded the motion. Motion carried unanimously. <br />Resolution No. 75 - 89 can be found at the end of these <br />minutes. <br />Mayor Benson thanked the Anoka County and Washington County <br />representatives and the Mayor and Administrator from the City <br />of Hugo for coming this evening. Mr. Olson said that he was <br />hurt by some of the comments this evening and noted several <br />improvement projects in Lino Lakes that worked out very well. <br />He explained that there is no legal way for the counties to <br />help in this matter. <br />CONSIDERATION AND APPROVAL OF THE 1990 CENTERVILLE POLICE <br />CONTRACT <br />Chief Campbell summarized the process for the 1989 <br />Centerville contract and noted that the 1990 contract is <br />the same type of proposal. <br />Mr. Reinert referred to the Work Session held previous to <br />this meeting noting that he would prefer that the City of <br />Centerville prepare specifications for Lino Lakes to give <br />them a quotation. However, there is not enough time to do <br />this for the 1990 contract. He asked that this procedure be <br />followed for the 1991 contract and that this process start <br />prior to the preparation of the 1991 budget. <br />Mr. Neal asked what would happen if Lino Lakes presents the <br />1990 contract to Centerville and Centerville does not approve <br />it before January 1, 1990. It was decided to send a cover <br />letter with the contract stating that services would end at <br />12:00 midnight on December 31, 1989 if the 1990 contract has <br />not been signed.
