COUNCIL MEETING <br />FEBRUARY 12, 1990 <br />public hearing until a proposal is submitted. Council Member <br />Bohjanen seconded the motion. On a roll call vote, motion <br />carried with Council member Kuether abstaining. <br />Mr. Schumacher explained that since there is no proposal for <br />the property at the present time, it is uncertain when this <br />matter would come back before the Council. However, at that <br />time, another public hearing would be set and adjoining land <br />owners would be notified. <br />Council Member Reinert moved to deny the rezone as outlined <br />in the Design Review Board application No. 89 -58. Council <br />Member Bohjanen seconded the motion. On a roll call vote, <br />motion carried with Council Member Kuether abstaining. <br />CONSIDERATION OF 1990 PAY PLAN IMPLEMENTATION FOR NON -UNION <br />EMPLOYEES <br />Mr. Schumacher explained that the Council had adopted a Pay <br />Equity Plan in September, 1989. The Council had also <br />provided that this plan would be implemented over a two year <br />period. This is the second year and those individuals who <br />did not receive their full increase will be receiving the <br />balance as of January 1, 1990 per Plan C. Mr. Schumacher <br />explained that he has reviewed each employee and has prepared <br />a summary sheet for each individual employee. Both documents <br />have been submitted to the Council for their review. <br />Mr. Schumacher recommended that the Council authorize a 4% <br />cost of living adjustment and a 2% merit as recommended by <br />himself. <br />Council Member Bohjanen moved to approve Option No. 1. <br />Council Member Kuether seconded the motion. On a roll call <br />vote, motion carried with Council Member Neal voting no. <br />Mr. Schumacher told the Council that the City is in full <br />compliance with the Comparable Worth legislation at this <br />time. The City has set a plan and has met its goals. <br />PUBLIC HEARING - CONTINUATION OF PUBLIC HEARING FOR I35E <br />CORRIDOR <br />Mayor Bisel opened the public hearing at 7:47 P.M. Mayor <br />Bisel explained that this hearing is continued from January <br />22, 1990 and noted the testimony was taken at that time and <br />the hearing was continued to allow the citizens and the City <br />Staff to meet and discuss the matter further. A counter <br />proposal has been submitted by the citizens and was received <br />in the office this past Friday. Mayor Bisel said that since <br />the Council has not had sufficient time to review the <br />proposal and since the proposal has not yet been considered <br />by the Design Review Board, he recommended that this hearing <br />be continued until everyone has had an opportunity to review <br />
