COUNCIL MEETING <br />FEBRUARY 12, 1990 <br />it and the Design Review Board has had time to send a <br />recommendation to the Council. <br />Mrs. Sylvia Marier, 1801 77th Street - Mrs. Marier said that <br />the Council now has the citizen input and asked why their <br />proposal could not be acted upon this evening. Mayor Bisel <br />explained that the Council could not act upon their proposal <br />until the Design Review Board has reviewed the proposal and <br />checked to see that it meets the City Code. He said everyone <br />would be notified of the date the Design Review Board will <br />consider the proposal. <br />Dawn Marier Faymoville - Mrs. Faymoville explained that parts <br />of Option No. 5 (citizens counter proposal) include parts of <br />the City Planner's Option No. 2 and No. 3 proposal. She <br />asked if this means that the City Planner did not go through <br />this same process prior to submitting them to the citizen <br />committee? Mayor Bisel said that this is not what this <br />means. He noted that the Council could not adopt the City <br />Planner's proposals or the citizens proposals until they were <br />reviewed by the Design Review Board. Mrs. Faymoville asked <br />that the dates for review of this matter be finalized. She <br />indicated that the City Planner had talked to them on <br />Saturday and indicated that the citizen proposal would go <br />before the Design Review Board in March and then before the <br />City Council on April 9, 1990. Mayor Bisel said this hearing <br />would be continued until another date. <br />Mrs. Faymoville asked if the fact that the proposal must go <br />before the Design Review Board is in the City Charter. Mayor <br />Bisel said yes. <br />Council Member Reinert asked if the citizen group is in full <br />concurrence with what has been presented to the City. He was <br />told yes. Council Member Reinert suggested that the City <br />Planner keep in contact with the citizen group and let them <br />know how the proposal is progressing through each step. He <br />also added that they be notified immediately is <br />some part of the proposal cannot be done. Council Member <br />Reinert also asked that the City Attorney be brought in on <br />this matter and his opinion given to the Council. <br />Council Member Neal told the citizen group that they should <br />attend the meeting of the Design Review Board when this <br />matter is considered. Mayor Bisel reminded the Council that <br />the Design Review Board must consider the proposal using the <br />current City Code and City policies. They cannot necessarily <br />make a decision on how they feel about the matter. <br />Council Member Reinert moved to continue the hearing to April <br />9, 1990. Council Member Bohjanen seconded the motion. On a <br />roll call vote, motion carried unanimously. <br />Mayor Bisel noted receipt of a letter from Mr. and Mrs. <br />1 <br />1 <br />
