COUNCIL MINUTES <br />MARCH 12, 1990 <br />that would appoint the Quad Press as the official City <br />newspaper as required in the State Statutes. In addition, <br />this policy would provide better information to the residents <br />of the City on all issues pertaining to land use changes or <br />public improvements by simultaneously publishing these issues <br />in the Circulating Pines and the Forest Lake Times. This <br />policy would also provide the Council the right to instruct <br />the City Clerk to publish any notice in any or all of the <br />above mentioned newspapers at their discretion. <br />The City Clerk asked if she could add elections to the <br />policy. It was decided that at any time she felt it was <br />important to publish an item in all newspapers, she should <br />request permission. <br />Council Member Neal moved to adopt the Official City <br />Newspaper Policy drafted by Mr. Schumacher. Council Member <br />Kuether seconded the motion. On a roll call vote, motion <br />carried unanimously. <br />Appointment of Council Liaison's - Mr. Schumacher noted that <br />Mayor Bisel has not yet appointed liaison's to the Park <br />Board, Design Review Board and the Economic Development <br />Committee. Mayor Bisel appointed Council Member Neal as <br />liaison to the Park Board, himself as liaison to the Design <br />Review Board and Council Member Kuether to the EDC. Mayor <br />Bisel noted that all committees and boards are open to the <br />Council and encouraged all members of the Council to attend. <br />Council Member Neal asked that an alternate be appointed as <br />liaison to the Centennial School Board to cover for him when <br />he has to attend a Park Board meeting. Council Member <br />Kuether was appoint alternate. <br />Consideration of Allowing Mr. Reinert to Change His Vote on <br />Agenda Item No. 11, February 12, 1990 - Mr. Hawkins read from <br />the Robert's Rules of Order, the section of the Rules that <br />allows a Council Member to change his vote on a particular <br />agenda item. Mayor Bisel read another paragraph from the <br />same document and stated he would object to Council Member <br />Reinert changing his vote on the above mentioned agenda item. <br />Mayor Bisel said that he felt Council members have enough <br />time prior to the Council meeting to become fully familiar <br />with the agenda items and should come to the Council meeting <br />informed enough to cast an intelligent vote. Council Member <br />Reinert noted that this matter was to be discussed at the <br />Council Work Session of February 1, 1990 however after the <br />discussion of the 35E Corridor Rezoning, some Council Members <br />left so there was not a quorum. Council Member Reinert said <br />he had also attempted to try to set a special meeting of the <br />Council prior to the February 12, 1990 regular meeting to <br />clarify the issues but, he was overruled. He said he felt <br />the item was not properly discussed and he did not have a <br />clear understanding. He noted that in the past the Council <br />
