COUNCIL MINUTES MARCH 12, 1990 <br />what Council Member Neal is doing and the VFW is also trying <br />to help with the funding of the program. <br />Mayor Bisel listed the programs requesting a portion of the <br />CDBG funds: Lino Lakes Senior Program, $5,000.00; RISE, <br />Inc., $2,500.00; North Anoka County Meals on Wheels, no <br />specific amount requested; ACCAP, $3,200.00 and the balance <br />of the funds to be designated for the Comprehensive Storm <br />Sewer Drainage Program. Mayor Bisel said the money requested <br />for the Lino Lakes Senior Program was for the salary of the <br />coordinator. He felt a coordinator was extremely important <br />to the program. Mayor Bisel said he was not sure of the <br />RISE, Inc. program or their real need. Mr. Schumacher <br />explained the purpose of RISE, Inc. and further noted that <br />their representatives indicated that they served <br />approximately six (6) Lino Lakes residents during 1989. Mr. <br />Schumacher briefly described the Comprehensive Storm Sewer <br />Drainage Program and noted that a great deal of money will be <br />needed to acquire the required easements and lands. <br />Mayor Bisel suggested that the Council set a specific policy <br />regarding the handling of the various requests for money from <br />this City. <br />There was no further public comment from the audience. <br />Council Member Reinert moved to close the public hearing at <br />8:43 P.M. Council Member Bohjanen seconded the motion. <br />Motion carried unanimously. <br />Council Member Reinert moved to allocate the CDBG funding as <br />follows: Lino Lakes Senior Program, $5,000.00; Anoka County <br />Community Action Program, $3,200.00; RISE, Inc., $1,000.00 <br />and the remainder to the Comprehensive Storm Sewer Drainage <br />Program. Council Member Kuether seconded the motion. On a <br />roll call vote, motion carried with Council Member Neal <br />abstaining. Council Member Bohjanen noted that the money <br />designated for the Comprehensive Storm Sewer Drainage Program <br />was for acquisition of easements, not for any further <br />studies. <br />Resolution No. 03 - 90 can be found at the end of these <br />minutes. <br />OLD BUSINESS <br />Consideration of Approval of an Official City Newspaper <br />Policy and Appointment of Liaisons to the Park Board, Design <br />Review Board and Economic Development Committee - Mr. <br />Schumacher explained that the City Council did not take <br />action to appoint an official newspaper but did decide to set <br />a policy regarding legal publications since there are three <br />different newspaper delivered within the City.
