COUNCIL MINUTES MARCH 12, 1990 <br />has met as a Ways and Means Committee and fully discussed <br />salary issues prior to bringing the matter to the Council. <br />Mayor Bisel explained that two of the Council Members were <br />out of town and another Member was not available for a <br />special meeting on February 12, 1990. <br />Council Member Reinert explained that the only reason he <br />wishes to change his vote at this time it to register his <br />disagreement with the manner in which the salary issues were <br />handled. <br />Mayor Bisel noted that raises for the City Administrator, <br />City Clerk, Parks Director and Public Works Superintendent <br />have not yet been determined. Review of these employees will <br />be brought to the Council early in April. He also explained <br />that last fall the Council voted to "buy into a pay equity <br />plan ". What happened on February 12, 1990 was the <br />continuation of the implementation of that Plan. <br />Council Member Neal explained the reason he voted "no" <br />February 12, 1990 was because the Ways and Means Committee • <br />never did consider the matter as planned on February 1, 1990. <br />He said he was surprised when no one on the Council asked why <br />he voted "no ". <br />Council Member Bohjanen explained that he was very familiar <br />with the salary proposal and knew that it was the <br />implementation of the Pay Equity Plan that was started late <br />last year. He also noted that all the information was in the <br />packets and all Council Members had the time to discuss any <br />concerns or questions with the Administrator as one Council <br />Member did. <br />Council Member Reinert said he felt that this discussion this <br />evening indicates that there was confusion about the matter. <br />He explained his understanding of the Pay Equity Plan was <br />to bring the entire thing into focus and bring employees who <br />were far below the Comparable Worth schedule up to scale. <br />This was accomplished and he said he is happy with this. <br />However, when it comes to department heads, people in a <br />position of leadership and those who carry out the Council's <br />wishes, this is a different matter and should be discussed <br />before the Ways and Means Committee. Council Member Reinert <br />said he was mad about this situation. <br />Mayor Bisel said the issue this evening is that Council <br />Member Reinert voted in the affirmative for the entire salary <br />package on February 12, 1990. The matter should have been <br />discussed when the motion was made and seconded, not two <br />weeks later. Mayor Bisel said if Council Member had <br />abstained from voting, he could better understand his <br />reasoning. Council Member Reinert said he voted in the <br />affirmative as a courtesy to the new mayor and because there <br />were a number of hearings scheduled and he did not want <br />
