1 <br />COUNCIL MINUTES MARCH 12, 1990 <br />to take the time at that point. He noted that it did take a <br />long time to get a second to the motion. Council Member <br />Reinert said that all he was asking for was the opportunity <br />to change his vote. The motion will still pass because the <br />vote will be three (3) to two (2). Mayor Bisel said the <br />point is that this item was on the agenda and there was ample <br />time to research the item and vote in the best interest of <br />the City. He asked if this does not occur, what good is your <br />vote? Council Member Reinert said he was aware of how this <br />should have been handled but the system in place failed to <br />take department heads who are to carry out the Council's <br />decisions and review them separately. <br />After further discussion, Council Member Reinert moved to <br />request that his vote on agenda item No. 11 of the February <br />12, 1990 Council meeting be changed from the affirmative to <br />the negative. Council Member Neal seconded the motion. On a <br />roll call vote, motion carried with Mayor Bisel and Council <br />Member Bohjanen voting no. <br />Approval of Council Minutes of February 26, 1990 - Council <br />Member Bohjanen moved to approve these minutes as presented. <br />Council Member Reinert seconded the motion. Motion carried <br />unanimously. <br />NEW BUSINESS <br />Consideration of the 1990 Animal Control Contract with the <br />Greater Anoka County Humane Society - Mrs. Anderson explained <br />that she has reviewed the proposed contract and it is the <br />same as in the previous year. The cost is also the same. <br />Chief Campbell has indicated that he is very satisfied with <br />the service and feels that the Humane Society will work well <br />with the Community Service Officer. <br />Council Member Neal moved to approve Option No. 1 on the <br />Green Sheet, approving the 1990 Animal Control Contract. <br />Council Member Bohjanen seconded the motion. On a roll call <br />vote, motion carried unanimously. <br />Consideration of Tax Forfeit Property - Mrs. Anderson <br />explained that Anoka County has notified her that five <br />parcels of land in Anoka County are tax forfeit and the Anoka <br />County Land Commissioner has asked her to determine if the <br />Council wishes to acquire any or all of the parcels. One <br />parcel was originally platted as a future street in the <br />Forest Glen subdivision. The remaining four parcels are lots <br />on Captain's Place. The Department of Natural Resources has <br />indicated that two of the lots are unbuildable because of <br />poor soil conditions and the remaining two are buildable. <br />These four lots adjoin four other lots recently acquired by <br />the City. Council Member Reinert moved to approve option No. <br />1 on the Green Sheet instructing the Clerk to apply for title <br />to all five parcels of land. Council Member Kuether seconded <br />
