1 <br />COUNCIL MINUTES MARCH 12, 1990 <br />Director - Ms. Wallerstedt greeted the Council and explained <br />that the purpose for her visit this evening was to highlight <br />areas of the 1989 Annual Report and respond to any questions <br />or suggestions that the Council may have. Ms. Wallerstedt <br />noted an increase in growth during 1989 in areas of case <br />load, volumetric and awareness of the program. She also <br />noted that there has been a significant increase in their <br />ability to raise funds and to be self supporting. Ms. <br />Wallerstedt noted that there were several cases in Lino Lakes <br />in 1989 and the Council Chambers were used as the site of <br />mediation. <br />Ms. Wallerstedt noted the basic services that are available <br />and explained that Mediation Services are now receiving <br />referrals from the Human Rights Department. She also noted <br />that they are now dealing with post- divorce visitation <br />arrangements but not the divorce itself. <br />Mayor Bisel asked what the success rate was for this service? <br />Ms. Wallerstedt explained that because the parties are <br />willing to agree to mediation the success rate is very high, <br />approximately 90 %. Council Member Neal asked if this service <br />takes the place of an attorney? Ms. Wallerstedt said no, <br />they do not get involved with criminal cases, just things <br />that an attorney would not feel is worth his time. She noted <br />that this service is free. <br />Council Member Bohjanen asked if this service was available <br />to non - profitable organizations such as the VFW. Ms. <br />Wallerstedt said yes. <br />Mayor Bisel and the Council thanked Ms. Wallerstedt for <br />coming this evening. <br />CENTENNIAL FIRE DISTRICT - RANDY SCHUMACHER <br />Consideration of Approval of Amendments 2.3 and 1.1 of the <br />Centennial Fire District Joint Powers Agreement - Mr. <br />Schumacher explained that from time to time the Council will <br />be asked to consider amendments to the Joint Powers <br />Agreement. The Council is being asked to consider two <br />amendments: 1) deals with the payment of disbursements, and <br />2) would confer authority on the Fire Department to deal with <br />hazardous materials, spills or leaks. A letter from the City <br />Attorney Hawkins indicates that he has reviewed the <br />amendments and they are legal. <br />Council Member Neal moved to approve the two amendments as <br />presented. Council Member Bohjanen seconded the motion. Mr. <br />Schumacher explained that all the expenditures for the Fire <br />Department will still come before all of the city councils. <br />Mr. Schumacher explained the need for amendment No. 1.1.
