Consideration of Designating a Signatory from the City of Lino Lakes - Council Member Bohjanen moved to designated Mr. Neal as the signatory from Lino Lakes. Council Member Neal seconded the motion. Council Member Neal explained that there was great difficulty in getting the proper signatures some time ago because several of the designated signatories were out of town at the same time. He suggested that someone be appointed as an alternate for him in case he is out of town when his signature is required. Council Member Bohjanen moved to appoint Council Member Kuether as alternate signatory. Council Member Neal seconded the motion. On a roll call vote, motion carried unanimously. Mr. Reinert was absent. INTRODUCTION OF THE 1990/1994 CAPITAL IMPROVEMENTS PLAN - RANDY SCHUMACHER Mr. Schumacher explained that a five (5) year Capital Improvements Plan (CIP) was included in the Council packets and he read from the presentation the purpose of a CIP Plan. Mr. Schumacher noted that the CIP is a strong planning tool and it is constantly changing as the needs of the City change. The purpose for this presentation tonight is for the Council to become familiar with the format and to allow the opportunity for the Council Members to get their input into the Plan. Council Member Reinert asked that depreciation be made a part of the presentation. He explained this would let the Council know the life of a piece of equipment and plan for its replacement. He suggested using a method similar to what is being used by the Fire Department. Mr. Schumacher explained that the last part of tonights presentation is a Priority Rating Form. He asked that the Council Members review the proposed CIP, complete the Priority Rating Form and return it to staff and then at the next Council meeting, set a work session to discuss the entire Plan.
