Mr. Reinert <br />was absent. <br />Consideration of Designating a Signatory from the City of <br />Lino Lakes - Council Member Bohjanen moved to designated Mr. <br />Neal as the signatory from Lino Lakes. Council Member Neal <br />seconded the motion. Council Member Neal explained that there <br />was great difficulty in getting the proper signatures some <br />time ago because several of the designated signatories were <br />out of town at the same time. He suggested that someone be <br />appointed as an alternate for him in case he is out of town <br />when his signature is required. Council Member Bohjanen <br />moved to appoint Council Member Kuether as alternate <br />signatory. Council Member Neal seconded the motion. On a <br />roll call vote, motion carried unanimously. Mr. Reinert was <br />absent. <br />INTRODUCTION OF THE 1990/1994 CAPITAL IMPROVEMENTS PLAN - <br />RANDY SCHUMACHER <br />Mr. Schumacher explained that a five (5) year Capital <br />Improvements Plan (CIP) was included in the Council packets <br />and he read from the presentation the purpose of a CIP Plan. <br />Mr. Schumacher noted that the CIP is a strong planning tool <br />and it is constantly changing as the needs of the City <br />change. The purpose for this presentation tonight is for the <br />Council to become familiar with the format and to allow the <br />opportunity for the Council Members to get their input into <br />the Plan. <br />Council Member Reinert asked that depreciation be made a part <br />of the presentation. He explained this would let the Council <br />know the life of a piece of equipment and plan for its <br />replacement. He suggested using a method similar to what is <br />being used by the Fire Department. <br />Mr. Schumacher explained that the last part of tonights <br />presentation is a Priority Rating Form. He asked that the <br />Council Members review the proposed CIP, complete the <br />Priority Rating Form and return it to staff and then at the <br />next Council meeting, set a work session to discuss the <br />entire Plan. <br />No action was required on this matter. <br />PLANNER'S REPORT - JOHN MILLER <br />Economic Development Committee Update - Mr. Miller reviewed <br />the activity of the EDC starting at the time it was founded <br />
