1 <br />COUNCIL MINUTES MARCH 12, 1990 <br />approximately two and one half years ago. Its mandate was <br />opened ended and the Committee found that it had to start <br />from scratch since nothing had previously been prepared. The <br />first four concerns confronting this committee were: 1) there <br />was not a strong commercial /industrial base to begin with, <br />and 2) the members did not have any experience with funding <br />techniques to attract or find businesses, and 3) there were <br />no analysis of commercial /industrial need in the <br />Comprehensive Land Use Plan, and 4) there was not a decent <br />reserve of commercial /industrial land in the City. Mr. <br />Miller explained that no one knew what Lino Lakes had and <br />there were no real policies on design standards. <br />The EDC became involved with establishing a lot and house <br />size standard in 1988. They then spent time in preparing a <br />land use inventory and tried to determine what was needed in <br />the future. Zoning recommendations were made to the Planning <br />and Zoning Board and the Council. Some of these were acted <br />upon and others denied or are still unresolved. At two <br />separate times consultants were hired. One consultant <br />provided a retail analysis for Lino Lakes. This report <br />detailed how much retail space was available and how much <br />retail space Lino Lakes could support now and in the future. <br />Mr. Miller noted that this was a relatively high number. <br />Housing concerns were addressed by the EDC. It appeared that <br />Lino Lakes was the next suburban tier to see a push for <br />development. A housing study was commissioned and this study <br />suggested that Lino Lakes should be careful to not overextend <br />the sewer and water in case these is a recession in the <br />housing industry. <br />Currently the EDC is working with some commercial people who <br />may locate in Lino Lakes. These include the Rice Lake Plaza <br />organization, the Outlet Mall organization and the sports <br />facilities organization. The Gateway proposal was mentioned <br />and Mr. Miller explained that although Gateway has not <br />located in Lino Lakes, preparing the proposal for Gateway was <br />the first attempt by Lino Lakes to attract a major <br />commercial /industrial developer. Mr. Miller noted that the <br />presentation was well done and well received. <br />After the basic analysis work was completed, the EDC spent a <br />considerable amount of time on preparing promotional <br />materials. A Residents Guide was completed and mailed to <br />every household in Lino Lakes. The Guide is also presented <br />to all new home owners by the builder of the home. A video <br />was prepared and is being distributed widely. A New <br />Developers Reference Guide is in the process of being <br />prepared. The third annual Builder's Day is being planned <br />and most recent activity is the preparation of "Our Town" <br />map. This map will provide at a glance what is in Lino <br />Lakes. The builders and developers are paying a large part <br />of the cost of the map. <br />
