1 <br />COUNCIL MINUTES <br />MARCH 12, 1990 <br />Council Member Neal felt that all members of the EDC should <br />be Lino Lakes residents. He said those who do not live in <br />the City do not care what is happening in Lino Lakes. <br />Council Member Bohjanen said he felt that the EDC provided <br />checks and balances for the Design Review Board. The EDC <br />cannot approve a site plan and cannot issue bonds but they <br />offer the planning. <br />Council Member Reinert asked why we do not have City business <br />people on the EDC. He felt it would be worthwhile to see if <br />we have people here who would be interested. <br />Council Member Reinert asked about the study being considered <br />by the EDC. He noted that the expenditure for this study had <br />not be approved by the Council. Mr. Miller explained that <br />the EDC had not selected a vender and when this happens a <br />request will be brought to the Council from the Design Review <br />Board. Council Member Reinert noted that what has been done <br />by the EDC has been done with great expense. He said he did <br />not want the EDC to get to far ahead of the Council. Mr. <br />Miller noted that this Committee is advisory only and has not <br />done anything without Council approval. He felt that the <br />money was well spent and will "prime the pump ". <br />Council Member Reinert asked land planning and Mr. Miller <br />explained that the Design Review Board, EDC and landowners <br />are all working with the consultants on this matter although <br />they are not doing the same thing. There has been an attempt <br />to not exclude any one group. Mayor Bisel explained that <br />there are three different bodies concerned about land use and <br />to not coordinate their efforts would be a mistake. He felt <br />involvement between the three bodies was needed so that each <br />understood what the other was doing. <br />Council Member Neal asked if the $20,000.00 planned for the <br />next EDC study was in the budget. Mr. Miller said yes. Mr. <br />Miller said he felt it is a question of how much the Council <br />wants to spend to "prime the pump ". <br />Council Member Neal asked what report did not appear to be <br />worth the money it cost. Mr. Miller explained it was the <br />Maxfield Research housing study. Council Member Kuether <br />noted that the report was very conservative. <br />Council Member Reinert noted that a lot of cash has been <br />expended in the last couple of years and a lot of paper work <br />has been generated. He said it is time to get out and drum <br />up business. He noted that if the plan is never put into <br />action, nothing is going to happen. Mayor Bisel said that he <br />and the EDC are very serious but without direction, inventory <br />or anything else in place nothing worthwhile will happen. <br />The EDC is considering commercial /industrial development much <br />larger than what has previously been experienced in Lino <br />Lakes. They are considering developing the intersection by <br />
