COUNCIL MINUTES MARCH 12, 1990 <br />planning rings of development. They need more specifics on <br />subdivision of the land and where the utilities should be <br />located and where they will come from. Mayor Bisel <br />encouraged all of the Council Members to look at the tapes to <br />see what kind of work is planned for the intersections. <br />Council Member Neal suggested running the tapes on the cable <br />TV. <br />Council Member Bohjanen asked the Council to keep in mind <br />that there will be no doubling up of efforts and the little <br />guy is also needed. Mr. Miller noted that the EDC is also <br />looking at starting incubator businesses. <br />ENGINEER'S REPORT <br />Resolution No. 06 - 90 Ordering Improvement and Plans and <br />Specifications, Second Avenue - Mr. Schneider explained that <br />in September, 1989 the Council passed a motion to proceed <br />with this improvement. According to the Improvement Policy <br />this motion should have been in the form of a resolution. <br />Approval of this resolution is in keeping with the present <br />policies. <br />The plans and specifications for Second Avenue have been <br />completed, signed by MnDOT and are available this evening for <br />anyone to review. He also explained that the review period <br />for the return of comments on the EAW for this improvement <br />has expired and only a couple of comments were received and <br />have been addressed. Mr. Schneider will be asking the <br />Council to declare that there is no negative environmental <br />impact due to this improvement. <br />Mayor Bisel asked if the improvement plan calls for <br />"floating" a portion of Second Avenue. Mr. Schneider <br />explained that approximately the south quarter of a mile will <br />be surcharged or "floated" and it will take approximately one <br />year to complete this. The balance of the street will be <br />completed in 1990. During the period when the street is in <br />the process of being surcharged, traffic will be re- routed <br />either north on the new Second Avenue or west of Glenview <br />Drive. <br />Council Member Bohjanen moved to approve Resolution No. <br />06 - 90 subject to the Engineer's recommendations. Council <br />Member Neal seconded the motion. On a roll call vote, motion <br />carried unanimously. <br />Resolution No. 06 - 90 can be found at the end of these <br />minutes. <br />Resolution No. 07 - 90 Approving Plans and Ordering Bids, <br />Second Avenue - Mr. Schneider explained that this resolution <br />allows TKDA to place the ads for bids on Second Avenue.
