1 COUNCIL MINUTES MARCH 12, 1990 week with the Council's approval. Council Member Neal asked Mr. Schneider to explained "negative declaration" for Second Avenue. Mr. Schneider explained that several agencies such as the Department of Natural Resources and the Army CORPS have asked for further information on the impact of the wetlands where Second Avenue crosses the low areas just south of Lake Drive. These questions and concerns were successfully answered so that these agencies have not filed an objection to the improvement project. Since there are no objections, the Council can declare that there will be no negative impact on the environment because of this improvement. Council Member Bohjanen moved to approve Resolution No. 07 - 90. Council Member Neal seconded the motion. On a roll call vote, motion carried unanimously. Negative Declaration, Second Avenue - Council Member Neal moved to authorize Mr. Schumacher to sign the letter prepared by TKDA declaring that there is no negative impact to the environment because of the Second Avenue improvement. Council Member Bohjanen seconded the motion. On a roll call vote, motion carried unanimously. PUBLIC HEARING - CONSIDER AND DETERMINE THE USE OF THE 1990/1991 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, RESOLUTION NO. 03 - 89 Mayor Bisel opened the public hearing at 8:27 P.M. Mr. Schumacher explained that the Lino Lakes portion of the 1990/1991 CDBG funds is $24,498.00 and the Council should make a decision as to where this money should be spent. Several non - profit organizations have made an appeal for a portion of this money and the draft resolution included in the Council packets reflects these requests. The Council may decide to increase or eliminate some of the requests or add to some of the requests. Council Member Neal explained that he has been working with the Anoka County Community Action Program, Inc. (ACCAP) for some time. He gave examples of the kinds of work he performs for this organization. Elaine Bangarud, Coordinator of ACCAP some of the projects completed this year and explained how people qualify for assistance from ACCAP. She noted that the demand for services has grown drastically and although Council Member Neal is suppose to work twenty (20) hours per week, he is working much more than that. ACCAP is asking for financial assistance so that another person can be hired to assist Council Member Neal in the portion of Anoka County that he covers. Council Member Neal said this is a good program and the program is helping in ways that the Council would never have believed. Council Member Bohjanen said he has been following
