1 <br />COUNCIL MINUTES MARCH 12, 1990 <br />week with the Council's approval. Council Member Neal asked <br />Mr. Schneider to explained "negative declaration" for Second <br />Avenue. Mr. Schneider explained that several agencies such <br />as the Department of Natural Resources and the Army CORPS <br />have asked for further information on the impact of the <br />wetlands where Second Avenue crosses the low areas just south <br />of Lake Drive. These questions and concerns were <br />successfully answered so that these agencies have not filed <br />an objection to the improvement project. Since there are no <br />objections, the Council can declare that there will be no <br />negative impact on the environment because of this <br />improvement. <br />Council Member Bohjanen moved to approve Resolution No. 07 - <br />90. Council Member Neal seconded the motion. On a roll call <br />vote, motion carried unanimously. <br />Negative Declaration, Second Avenue - Council Member Neal <br />moved to authorize Mr. Schumacher to sign the letter prepared <br />by TKDA declaring that there is no negative impact to the <br />environment because of the Second Avenue improvement. <br />Council Member Bohjanen seconded the motion. On a roll call <br />vote, motion carried unanimously. <br />PUBLIC HEARING - CONSIDER AND DETERMINE THE USE OF THE <br />1990/1991 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, RESOLUTION <br />NO. 03 - 89 <br />Mayor Bisel opened the public hearing at 8:27 P.M. Mr. <br />Schumacher explained that the Lino Lakes portion of the <br />1990/1991 CDBG funds is $24,498.00 and the Council should <br />make a decision as to where this money should be spent. <br />Several non - profit organizations have made an appeal for a <br />portion of this money and the draft resolution included in <br />the Council packets reflects these requests. The Council may <br />decide to increase or eliminate some of the requests or add <br />to some of the requests. <br />Council Member Neal explained that he has been working with <br />the Anoka County Community Action Program, Inc. (ACCAP) for <br />some time. He gave examples of the kinds of work he performs <br />for this organization. Elaine Bangarud, Coordinator of ACCAP <br />some of the projects completed this year and explained how <br />people qualify for assistance from ACCAP. She noted that the <br />demand for services has grown drastically and although <br />Council Member Neal is suppose to work twenty (20) hours per <br />week, he is working much more than that. ACCAP is asking for <br />financial assistance so that another person can be hired to <br />assist Council Member Neal in the portion of Anoka County <br />that he covers. <br />Council Member Neal said this is a good program and the <br />program is helping in ways that the Council would never have <br />believed.
