1 <br />1 <br />1 <br />COUNCIL MINUTES APRIL 9, 1990 <br />Mayor Bisel said that he would recommend this program and <br />noted that he had seen such a program come through the <br />schools to get teachers to us computers. He noted that this <br />would encourage employees to learn at their leisure, not on <br />work time. <br />Mr. Schumacher was asked about the liability factor if an <br />employee leaves City employment. Mr. Schumacher explained <br />that when an employees terminates his employment, the balance <br />owed on the computer would be due in full. Mayor Bisel said <br />that he would like to see the employees using the computer on <br />a daily basis have first opportunity to purchase on this <br />plan. It was noted that Council Members would also be <br />eligible. <br />Council Member Neal noted that the Fire Department is in need <br />of two (2) more computers. He asked if the Department would <br />be eligible for this plan. Mr. Schumacher explained that the <br />Fire Department would acquire their computers through their <br />capital improvements plan. <br />Mr. Schumacher was asked what the start up cost would be per <br />employee. Mr. Schumacher said it appeared it would range <br />from about $2,500.00 to $3,500.00. <br />Council Member Reinert said he felt this program would fall <br />into the employee benefit package. He also asked if there <br />would be a liability because of preferential treatment. Mr. <br />Hawkins said this would not be discriminatory as long as the <br />plan is job related. Council Member Reinert suggested that <br />Mr. Schumacher conduct a survey to determine how many <br />employees would be interested in the program. Mr. <br />Schumacher explained that the program could designate that <br />only a defined number of computers would be available each <br />year. <br />Council Member Reinert moved to authorize the City <br />Administrator to determine the level of interest in the <br />program before proceeding with the program. Council Member <br />Bohjanen seconded the motion. Motion carried unanimously. <br />OLD BUSINESS <br />Proposal Regarding Meeting Time Change - Mr. Schumacher <br />explained that the Council has requested that he research <br />other cities to determine at what hour they begin their <br />council meetings. He surveyed fifteen (15) communities and <br />found a great variety of starting times. <br />Mayor Bisel said if the Council meeting started at 4:30 P.M., <br />the majority of business could be completed before 7:00 P.M. <br />Then public hearings could be held starting at 7:00 P.M. <br />Council Member Reinert asked to clarify the proposal, that is <br />
