This would create a great deal of work for the <br />current staff but would allow the City to maintain control of <br />the service and provide the public relations services. <br />Mayor Bisel said he felt the City should draft a proposal <br />that would fit the needs of the City. If the haulers are <br />willing to participate in the final decision they must meet <br />our criteria. The City will determine the program and the <br />haulers will have the opportunity to participate. <br />Council Member Bohjanen noted that he has received several <br />complaints regarding the hauler who provides the large <br />plastic cans. He noted that the hauler is very noisy when <br />picking up the waste and this has angered some residents who <br />must sleep that time of the day. <br />Council Member Neal noted that the senior citizens are very <br />concerned about the cost of waste removal. Seniors usually <br />do not have as much waste as a normal family, however they <br />pay the same rate. Council Member Neal felt that it may be <br />possible to get better service at a cheaper rate by using <br />competitive bids. Mr. Volk explained that volume based fees <br />will aid the senior citizens. <br />Council Member Kuether questioned the method of controlling <br />the billing and insuring that each resident paid their costs. <br />Mr. Volk explained that the City could do the billing and if <br />the resident did not pay their bill, the bill could be <br />assessed to the property taxes. This would assure payment. <br />If the hauler bills the customer, there is not assurance that <br />he will be able to collect and he cannot authorize the City <br />to assessed the bill to the property taxes. <br />It was noted that there are possibly as many as 345 residents <br />in Lino Lakes who do not subscribe to any waste pickup. It <br />would be mandatory that these residents be provided the <br />service. In these cases it would be easier for the City to <br />collect payment of the service. <br />A third method of collecting for services was noted. Some <br />communities do not bill the land owner individually but do <br />levy for the service for the entire City. This levy can be <br />handled in at least two different ways to assure that there <br />is equality in the costs. There may be legislation that will <br />allow cities to levy waste removal costs outside of the levy <br />limit. <br />Council Member Kuether said she thought the zoned concept was <br />good. Council Member Reinert felt that this proposal has <br />generated a good discussion and noted that Mr. Volk was <br />looking for direction from the Council. He asked Mr. Volk to <br />investigate what method of sold waste removal would be most <br />cost effective. He also noted that many residents may find <br />
