COUNCIL WORK SESSION JUNE 4, 1990 <br />the move and that the all residents in the area are in <br />agreement with the new location. Mr. Prokop was asked to <br />respond to the letter within seven (7) working days. <br />GOPHER STATE LOCATE - RECOUPING COSTS <br />Mr. Volk explained to the Council that two (2) years ago, the <br />State of Minnesota instituted a program of locating <br />underground utilities for persons who excavate. The idea for <br />the program was that anyone planning to dig or excavate would <br />call one central telephone number and ask that all utility <br />lines in the ground be located before the excavation begins. <br />Gopher State then would call each utility company (NSP, US <br />West, the municipality, etc) and ask each utility to locate <br />their underground utility line. This new program has been <br />costly to this City because Gopher State Locate charges the <br />City for every telephone call that is made to the City. Mr. <br />Volk told the Council that he would like to recommend a <br />method of recouping some of these costs. <br />Several ideas were discussed such as adding an additional <br />charge to a plat or subdivision as at the time it is approved <br />by the Council. Mr. Volk suggested adding a charge to the <br />building permit. It was also suggested that a charge could <br />be added to the Sewer and Water Permit since persons <br />converting from a well and /or septic system would not be <br />required to get a building permit. <br />Mr. Volk and Mr. Schumacher will review the matter further <br />and bring their findings to the Council. <br />UNION CONTRACT STATUS REPORT <br />Mr. Schumacher told the Council that Local No. 49 union <br />members have agreed to accept the contract that was offered <br />to them by the City. A contract has also been offered to <br />Police Union Local No. 320. Mr. Schumacher expected that <br />this contract would also be accepted. These contracts will <br />be back before the City Council for final approval. Mr. <br />Schumacher noted that these were good packages and meet the <br />intent of the Comp Worth legislation. <br />CENTERVILLE POLICE CONTRACT <br />Council Member Neal noted that currently the Police <br />Department is not fully staffed and he also noted that the <br />Council had decided last fall to start work on the 1991 <br />Centerville Contract early in 1990. Council Member Neal also <br />noted that the Council had decided to consider a two (2) or <br />even a three (3) year contract. This would help the City of <br />Centerville in their budgeting process. <br />Mayor Bisel explained that he felt the City of Centerville <br />should give Lino Lakes specifications as to what they want <br />PAGE 3 <br />
