COUNCIL MINUTES AUGUST 27, 1990 <br />Council Member Kuether moved to continue the public hearing <br />to September 10, 1990 at 7:15 P.M. Council Member Bohlanen <br />seconded the motion. On a roll call vote, motion carried <br />unanimously. <br />PUBLIC HEARING, PRELIMINARY PLAT, WILLOW PONDS <br />Mr. Miller explained that this plat is the site of the <br />original Willow Ponds town homes considered about a year ago. <br />The plat is a single - family residential subdivision west of <br />St. Joseph's Catholic Church and is zone R -1. The plat <br />consists of twenty seven (27) lots with two (2) cul -de -sacs <br />coming north from Lakeview Drive and Sunrise Drive. A third <br />cul -de -sac would be located midway between the extensions of <br />Lakeview Drive and Sunrise Drive. <br />A berm is planned to screen the subdivision from 35W. This <br />berm will screen homes from the view of a car on the freeway. <br />Approximately 100 trees and other pieces of nature will be <br />planted for additional screening. <br />Mr. Miller explained a variance is needed for Lot 27, Block <br />1. This lot does not meet depth requirements because of its <br />location and because of the configuration of the plat. The <br />DRB has recommended approval of the preliminary plat. <br />There will be several types of homes constructed in the <br />subdivision. Some will be walkouts, but most will be split <br />entries with at least 980 square feet on the main floor. <br />These homes may be slightly lower in value than the Good <br />Value homes south of Elm Street. Good Value's Sunnygate <br />subdivision is zoned R -1X. <br />Mr. Miller explained that there had been a problem with <br />ponding design for this site. The site plan has been revised <br />and the final plat will show new locations for ponding and <br />outlets for the ponds. <br />The Park Board has reviewed the preliminary plat and because <br />Sunrise Park is in this vicinity, has recommended that the <br />City accept $400.00 per lot as park dedication and the <br />sidewalks along Elm Street be graded. <br />Council Member Reinert asked Mr. Miller to compare these <br />homes to the homes constructed alone the freeway in Blaine. <br />Mr. Miller said the value may be slightly lower. Council <br />Member Kuether noted that the City of Blaine had required the <br />developer to put air conditioning and triple glazed windows <br />in the homes fronting on the freeway. Mr. Miller said that <br />FHA may also require the developer to do the same in this <br />subdivision. <br />Mayor Bisel asked if there was anyone in the audience to <br />speak for or against the preliminary plat of Willow Ponds. <br />PAGE 4 <br />1 <br />
